G.5 Approve Resolution Restricting Parking Along Portions of 147th Street <br /> <br />Improvements to 147th Street includes reconstructing the existing portion of 147th Street from <br />Flay Avenue to Finale Avenue and extending a new street section from Finale Avenue to Oneka <br />Parkway. 147th Street has been designated as a Municipal State Aid (MSA) roadway and will be <br />required to be constructed to meet the design requirements set forth by MnDOT as the City will <br />be expending MSA funds for the project. Staff recommends approval of the resolution <br />restricting parking along both sides 147th Street from Forest Boulevard (TH 61) to Oneka <br />Parkway as the proposed pavement widths do not provide adequate width for parking on the <br />street. <br /> <br />G.6 Approve Resolution Rescinding the Local Emergency <br /> <br />A local emergency was declared by Mayor Weidt on March 18, 2020, in response to the COVID- <br />19 Pandemic. On March 20, 2020, the Council approved a resolution to extend the Mayor <br />declared local emergency. Though no actions were ever taken, this declaration put the City in a <br />state of readiness should it need to make decisions quickly. At its March 15, 2021, the Hugo City <br />Council discussed the COVID-19 pandemic and unanimously approved rescinding the City’s local <br />emergency powers. Staff recommends Council approve the resolution rescinding the local emergency <br />effective midnight, March 15, 2021. <br /> <br />G.7 Approve Resolutions Approving Variance and CUP Amendment for Xcel Energy - 13620 <br />Fenway Boulevard North <br /> <br />Xcel Energy currently owns and operates a training facility on property located at 13620 Fenway <br />Boulevard North and is proposing to construct additional training facilities to include a “mock” <br />transmission line. The transmission line is proposed to have approximately 12 utility poles of <br />various types and heights. This requires a conditional use permit amendment to amend the site <br />plan for utility pole locations in the conditional use permit. The applicant is also requesting a <br />variance from the maximum building height for the training poles to be 72 feet tall, where 50 feet <br />is required by ordinance for structures and buildings. At its March 25, 2021 meeting, the Hugo <br />Planning Commission held a public hearing and considered the requests. There were no residents <br />who spoke during the public hearing. The Planning Commission found that the applications meet <br />all requirements necessary for approval and recommended that the City Council approve the <br />variance and CUP amendment for Xcel Energy for property located at 13620 Fenway Boulevard <br />North. <br /> <br />G.8 Approve Property Line Adjustment on 9604 170th Street North – Scott Johnson <br /> <br />Scott Johnson is requesting approval of a property line adjustment for the properties located 9604 <br />170th Street North. The applicant is proposing to adjust the common property line between the <br />properties. The existing Parcel A is 2 acres and Parcel B is 37.33 acres. This adjustment will result <br />in Parcel A totaling 3.7 acres and Parcel B totaling 35.63 acres. Staff finds that the property line <br />adjustment reduces the extent of any nonconformities. Staff recommends approval of the <br />resolution approving a property line adjustment for Scott Johnson for the properties located at <br />9604 170th Street North. <br /> <br /> <br />
