Surrounding Land Use and Zoning <br /> <br />The properties to the north, west, and south are zoned residential and are occupied with a variety <br />of detached single family homes and townhomes and the US Post Office to the south. The <br />properties to the east are zoned industrial and commercial and are occupied with industrial and <br />commercial businesses. <br /> <br /> <br />B. Natural Characteristics of Site <br /> <br />The property totals approximately 135 acres. Large portions of the site are covered by wetlands <br />to the west and south. No wetlands will be impacted with this project. The buildable portion of <br />the site is to the northeast and is approximately 27 acres. <br /> <br /> <br />4. ANALYSIS: <br /> <br /> <br />A. Level of City Discretion in Decision-Making <br /> <br />The City’s discretion in approving or denying a site plan is limited to whether or not the <br />proposed project complies with the Comprehensive Plan and Zoning Ordinance requirements. If <br />it meets these standards, the City must then approve the site plan. <br /> <br />The City’s discretion in approving or denying a conditional use permit is limited to whether or <br />not the proposed application meets the standards outlined in the City’s Comprehensive Land Use <br />Regulations. If it meets these standards, the City must then approve the conditional use permit. <br /> <br /> <br />B. Consistency with Ordinance Standards <br /> <br />Property Line Adjustment <br /> <br />Xcel Energy owns property on the north side of the school property and through the western <br />portion of the school property. The White Bear School District and Xcel Energy have applied for <br />a property line adjustment to allow the District to acquire the property and in turn provide Xcel <br />with an easement for utility purposes. The requests meets all of the requirements necessary to <br />approve the property line adjustment. <br /> <br /> <br /> <br />
