Agenda Number: I.1 <br /> <br />CITY OF HUGO <br /> <br />PLANNING AND ZONING <br />APPLICATION STAFF REPORT <br /> <br /> <br />TO: Bryan Bear, City Administrator <br /> <br />FROM: Emily Weber, Community Development Assistant <br /> <br />SUBJECT: HCM Architects on behalf of the City of Hugo – Lions Park site plan located at <br />5524 Upper 146th Street North. <br /> <br />DATE: April 15, 2021 for the City Council meeting of April 19, 2021. <br /> <br />ZONING: Central Residential District (CR-3) <br /> <br />LAND USE: Public/Quasi-Public (PQ) <br /> <br />60-DAY REVIEW DEADLINE: May 25, 2021. <br /> <br />1. PLANNING COMMISSION UPDATE: <br /> <br />At its April 8, 2021 meeting, the Hugo Planning Commission considered the request for the <br />Lions Park Site Plan. The Planning Commission discussed the design and architecture of the <br />park pavilion and the lighting around the park. The Commissioners liked the overall site plan and <br />agreed that the park redevelopment will be a great amenity to Hugo. They also discussed various <br />events that the park will accommodate and the benefit to having both indoor and outdoor <br />gathering spaces. The Planning Commission recommended approval of the site plan for Lions <br />Park, located at 5524 Upper 146th Street North, subject to the conditions listed in the resolution. <br /> <br />The City Council and Parks Commission held a workshop on April 14, 2021 at Hugo City Hall, <br />where HCM Architects and WSB presented the site plan and park pavilion in depth. Residents <br />were also invited to attend the workshop and ask questions on the use of the facilities. There <br />were questions on the availability of the amenities to the public, such as room rental <br />opportunities, and general safety considerations with the playground. Generally the Council <br />members, Commissioners, and residents were excited about the future improvements of Lions <br />Park and considered the site plan to consist of high quality design and to be well thought out. <br />Additional comments included the emphasis on developing a park that will have amenities for all <br />residents to enjoy and will last for many years to come. <br /> <br /> <br /> <br />
