Lions Park Site Plan
Page 2
2. DESCRIPTION OF REQUEST:

The City of Hugo is proposing to construct an approximately 5,500 square foot Lions Park
pavilion on the south side of Lions Park. The pavilion will include an indoor gathering room,
meeting rooms, a serving kitchen, and support spaces such as restrooms. These amenities will be
available to the public to rent and use. The site plan consists of the pavilion and associated
playground equipment, trails, landscaping, and sport courts/fields. The existing Lions Park
property is approximately eight acres in size, however, with the relocation of Finale Avenue
North, approximately 1.75 acres will be added to the park. Lions Park is considered a
recreational field and structure and is allowed in the zoning district as a permitted use.

3. BACKGROUND:

The Parks Commission has been in the process of planning the redevelopment of Lions Park for
many years. A master plan for the park was approved in 2015 after three years of planning, four
stakeholder meetings, and six community workshops. Hundreds of residents and stakeholders
participated and provided input during this process. Since then, the Parks Commission and City
Council revitalized the project and approved a Feasibility Study done on the Park in June 2020.
The Feasibility Study guided the Parks Commission and City Council to make minor changes to
the master plan that allows the park to align with the new residential development west of the
park, known as Hugo Gardens Apartments.

In October 2020, a community workshop was held and three stakeholder committees were
formed to refine the design of the playground, park pavilion, and overall park site. The
committees were made up of residents, Council representatives, and Commissioners. These
committees each met three times between November 2020 and January 2021 to help design the
park elements that are in the submitted plans.

The playground is a destination, inclusive playground that meets the needs and desires of
multiple age groups, abilities, and challenge levels. It features a prominent central play structure,
zip lines, swings, independent play, and sensory challenges.

The pavilion is designed to have an indoor-outdoor feel and offer views of the park from three
sides of the large indoor gathering room. Adjacent outdoor spaces will provide additional
gathering areas including a gas fire pit and picnic shelter.

The park site will include relocating the existing skate park, perimeter and internal lit sidewalks,
large open lawn space, and sport activities such as pickleball and tennis courts, and a half-court
basketball area.

4. CONTEXT:

A. Surrounding Land Use and Zoning

The properties to the east of Lions Park are zoned Central Business (C-1) and Future Central
Business (FCB), the properties to the north and south are zoned Central Residential (CR-3), and
