Lions Park Site Plan <br />Page 5 <br />Streets and Access <br /> <br />The park can be accessed from Finale Avenue N, Upper 146th Street N, and Fitzgerald Avenue <br />N. The City of Hugo is undergoing an approximately $3.6 million street improvement project in <br />the downtown area, including the streets surrounding Lions Park. Access to the park will be <br />greatly improved as part of the Lions Park and Downtown Improvement Projects. The interior <br />park pedestrian movements are easily made with the combination of sidewalks, trails, and open <br />space. A trail will also be installed along 147th Street North, making a complete trail connection <br />from Oneka Parkway to Highway 61. <br /> <br />Utilities <br /> <br />Sanitary sewer, watermain, and storm sewer services will be provided to the park pavilion and <br />are included in the 2021 Downtown Improvement Project plans. <br /> <br />Stormwater Management <br /> <br />The applicant is proposing to meet the stormwater rate control requirements through the use of <br />an existing stormwater pond constructed with the Hugo Gardens Development near Judicial <br />Ditch 3. Water quality requirements are met by both the existing Hugo Gardens stormwater pond <br />and the stormwater reuse project that is proposed for Lions Park. The Hugo Gardens stromwater <br />pond was oversized with the intent to provide stormwater treatment for Lions Park and the <br />downtown street reconstruction project. <br /> <br />The City has received grant money to construct the County Road 8 Stormwater Reuse System <br />that will reconnect irrigation systems serving 22 acres along County Road 8, Lions Park, <br />Keystone Place, Hugo Gardens, Lions Park and City Hall. The project will improve surface <br />water quality through phosphorus reduction, decreased groundwater demand and volume <br />reduction. A pump station will be installed on the existing stormwater pond on the northeast <br />corner of Frenchman Road and Oneka Parkway. Construction of the project is anticipated to be <br />in coordination with the Lions Park redevelopment. <br /> <br />6. CONCLUSION: <br /> <br />Staff finds that the proposal meets all the requirements necessary for the City to approve the site <br />plan as outlined in the City Code. <br /> <br />7. PLANNING COMMISSION RECOMMENDATION: <br /> <br />Staff recommends approval of the site plan for Lions Park, located at 5524 Upper 146th Street <br />North, subject to the conditions listed in the resolution. <br /> <br />ATTACHMENTS: <br />1.
