Lions Park Site Plan <br />Page 4 <br />Lighting <br /> <br />The ordinance requires outdoor lighting within residential zoning districts to be shielded or <br />controlled so as not to light adjacent property at an intensity exceeding one-quarter footcandle as <br />measured at the property line. <br /> <br />The applicant is proposing a combination of wall mounted LED fixtures and bollards throughout <br />the site. The lighting will light the trails and walkways throughout the park, the playground, and <br />parking areas. Staff is comfortable with the lighting plan but will continue to evaluate the <br />proposed lighting to ensure that it is compliant with ordinance requirements. <br /> <br />Landscaping <br /> <br />Section 90-181 of the Zoning Ordinance provides landscaping requirements for developments. <br />The site plan exceeds the ordinance requirements and consists of a variety of tree species, shrubs, <br />grasses, and perennials. The applicant has incorporated landscaping around park entrances, <br />parking areas, and the playground features. Additionally, natural landscaping elements will be <br />incorporated into playground play features. The applicant has also included landscaping that will <br />coordinate with the entrance into City Hall. Staff is comfortable with the proposed landscaping <br />and will require the applicant to gain final approval with submittal of a building permit. <br /> <br />Architecture and Building Materials <br /> <br />In August 2011, the City Council adopted the Commercial and Industrial Design Guidelines. The <br />guidelines allow flexibility on four-sided architecture for industrial buildings. The design of the <br />building meets the intent of the guidelines. <br /> <br />The design of the pavilion includes large overhangs on the north, east, and west sides of the <br />building that are intended to blend the indoor and outdoor uses of the pavilion. The north side of <br />the pavilion features an extended overhang that opens into Lions Park. The extended overhang <br />area is directly adjacent to the interior large community gather room and is a covered, <br />multipurpose area that can be used for performances and larger community gatherings. An <br />additional outdoor pavilion is planned on the west side of the pavilion and is a transitionary <br />space between the building and playground area. <br /> <br />The overhangs on the building are key features that emphasize the prairie style architecture of <br />the building, which is an encouraged style within the Downtown Design Guidelines. Principles <br />of the Downtown Design Guidelines also include preserving and enhancing the character of <br />Downtown Hugo and expanding civic space and uses around City Hall. The Lions Park site plan <br />meets the intent of the Downtown Design Guidelines. The base of the pavilion is brick with <br />featured limestone areas underneath the windows. Above the brick will be a metal panel that <br />compliments the brick base and coordinate with the canopies. There will be wood exterior soffit <br />to match the interior of the building. The same brick and limestone will be used in other areas of <br />the site as to have a cohesive design aesthetic throughout the Lions Park. <br /> <br /> <br />
