In particular, we have reviewed the following plans related to this particular <br />request: <br /> <br />• 95% Draft Plan Sheets submitted 3/26/2021 dated 12/4/2020 by WSB <br />• RCWDPermitAppNarrative12302020 dated 12/30/20 by WSB <br /> <br />Based on the review of the above documents, we offer the following comments related to this <br />application: <br /> <br />Grading, Street, and Utility Plans <br /> <br />1. While separate plans have been developed for the Lions Park project and the 2021 <br />Downtown Improvement Project, the projects will be bid as one project. Bids results overall <br />project coordination will be greatly improved with this approach. <br />2. Access to the park will be greatly improved for the park as part of the Lions Park and <br />Downtown Improvement Projects. The interior park pedestrian movements are easily made <br />with the combination of sidewalks, trails, open space etc. Parking facilities at City Hall and <br />the northwest portion of the site along with on-street parking along Upper 146th Street, <br />Fitzgerald Avenue, and Finale Avenue provide many opportunities for park users to gain <br />access to the park. A trail will be extended along 147th Street from Highway 61 west to <br />Oneka Parkway which will also aid in providing access to park users. <br />3. Sanitary Sewer, Watermain, and Storm sewer services to the park building are included in <br />the 2021 Downtown Improvement Project plans and have been placed at the locations <br />requested by the architect. <br />4. Minor detailed redline comments have been provided on the plans and provided to the <br />applicant and will need to be addressed in future submittals. <br /> <br />Stormwater Management <br /> <br />5. The stormwater rate control requirement are proposed to be met through the use of an <br />existing stormwater pond constructed with the Hugo Gardens Development near Judicial
