Hugo City Council Meeting Minutes for April 5, 2021 <br />Page 3 of 12 <br /> <br />Approve Claims Roster <br /> <br />Adoption of the Consent Agenda approved the Claims Roster as presented. <br /> <br />Approve Grant Agreement with BWSR for CSAH 8 Stormwater Reuse Project <br /> <br />The City of Hugo had authorized preparation of plans and specifications for the final design of <br />the County Road 8 Stormwater Reuse Project that would irrigate the median and boulevards <br />along County Road 8, Lions Park, City Hall, Hugo Gardens and Keystone Place. The City was <br />notified that they had been awarded funding from the Board of Soil and Water Resources <br />(BWSR) in the amount of $392,400 for the project. The City had previously been awarded <br />$50,000 from the Metropolitan Council Stormwater Grant Program and grants from the RCWD <br />in the amounts of $100,000 and $76,000. The total project cost was estimated to be $729,000, <br />with approximately 85% of the cost coming from grant funds. The City’s share of the project <br />cost was $110,600. As part of the Clean Water Fund Grant Agreement, the City could not begin <br />work under this grant until the agreement was executed. The funds for this grant would expire on <br />December 31, 2023. The agreement required the installation of signage as provided in Minnesota <br />Laws 2010, Chapter 361, Article 3, Section 5(b) for Clean Water Projects, and all signage <br />needed to represent BWSR and the Clean Water Fund program as a funding partner. Adoption of <br />the Consent Agenda approved RESOLUTION 2021-17 AUTHORIZING THE BOARD OF <br />SOIL AND WATER RESOURCES 2021 CLEAN WATER FUND GRANT AGREEMENT <br />FOR THE COUNTY ROAD 8 STORMWATER REUSE PROJECT. <br /> <br />Approve Resolution Restricting Parking Along Portions of 147 th Street <br /> <br />Improvements to 147th Street included reconstructing the existing portion of 147th Street from <br />Flay Avenue to Finale Avenue and extending a new street section from Finale Avenue to Oneka <br />Parkway. 147th Street had been designated as a Municipal State Aid (MSA) roadway and would <br />be required to be constructed to meet the design requirements set forth by MnDOT as the City <br />would be expending MSA funds for the project. Adoption of the Consent Agenda approved <br />RESOLUTION 2021-18 RESTRICTING PARKING ALONG 147TH STREET FROM <br />FOREST BOULEVARD (TH 61) TO ONEKA PARKWAY FOR THE 2021 DOWNTOWN <br />IMPROVEMENT PROJECT S.A.P. 224-104-006. <br /> <br />Approve Resolution Rescinding the Local Emergency <br /> <br />A local emergency was declared by Mayor Weidt on March 18, 2020, in response to the COVID- <br />19 Pandemic. On March 20, 2020, the Council approved a resolution to extend the Mayor <br />declared local emergency. Although no actions were ever taken, the declaration had put the City <br />in a state of readiness should it need to make decisions quickly. At its March 15, 2021, the Hugo <br />City Council discussed the COVID-19 pandemic and unanimously approved rescinding the City’s <br />local emergency powers. Adoption of the Consent Agenda approved RESOLUTION 2021-19 <br />RESCINDING THE LOCAL EMERGENCY. <br /> <br /> <br />
