(WSB) to the City <br />of Hugo (City) to complete a preliminary feasibility study for a trail that would connect Oneka <br />Parkway to the proposed elementary school located on the west side of Hwy 61 and south of <br />157th Way N. <br /> <br /> <br />SCOPE OF SERVICES <br />The following scope of services is meant to provide the City of Hugo with the steps necessary to <br />complete a preliminary trail feasibility study. <br /> <br />A. Wetland Delineation <br /> <br />a. Wetland Delineation: A Level 2 wetland delineation will be completed within the <br />project area which will consist of two city parcels and north south corridor outlined on <br />the attached figure. Prior to the site visit, WSB will obtain and review Washington <br />County Soil Survey information, DNR Public Waters information, National Wetland <br />Inventory information, contours, and historic aerial photos, for the project area. The <br />wetland delineation will be completed in conformance with the US Army Corps of <br />Engineers Wetlands Delineation Manual (US Army Corps of Engineers, 1987) and <br />the Northcentral and Northeast Regional Supplement. The delineations will be <br />surveyed using a sub-meter accuracy GPS unit. Fluorescent pink pin flags will be <br />used to mark the boundary. <br /> <br />b. Wetland Delineation Report: The information obtained as part of Task 1 will be <br />compiled into a wetland delineation report. This report will be submitted to the LGU, <br />Technical Evaluation Panel (TEP), and US Army Corps of Engineers for their review. <br />A draft of the wetland delineation report will be provided to the City to review prior to <br />submittal of a final report to the agencies. The preliminary wetland boundaries will be <br />converted to CAD data, which will be provided to the City along with the report for <br />use in design/planning. <br /> <br />c. Wetland Delineation Approval: WSB will join the LGU and other members of the <br />wetland TEP onsite for a boundary concurrence meeting. Any changes to the <br />boundary will be communicated with the City as soon as possible. A final, approved <br />wetland boundary CAD file will be delivered to the City following LGU approval. <br />
