LGU Services Cost: WSB serves as the LGU for the City of Hugo. As part of this <br />service WSB will Notice the Wetland Delineation Application in accordance with the <br />Wetland Conservation Act. Following the Noticing of the Application WSB will then <br />schedule a TEP meeting to review the wetland boundary and Notice an approval for <br />the Delineation in accordance with the Wetland Conservation Act. <br /> <br />e. Special Considerations Review: WSB will use publicly available data to evaluate the <br />potential presence of the special consideration criteria. WSB will check the NHIS data <br />bank, look for mapped locations of known fen locations. A SHPO data request will be <br />made to see if anything has been recorded with the project corridor. WSB will provide <br />a checklist of items checked to show due diligence to confirm the presence or likely <br />absence of special considerations <br /> <br />f. GIS Wetland Exhibit: An overall map exhibit will be prepared based on information <br />obtained from all wetland delineations along the corridor to be combined into one <br />mapped set showing all delineated wetlands along the corridor. This will include past <br />delineations that the city has received along with the newly proposed wetland <br />delineation for the 2021 trail section south of 157th Street North. <br /> <br /> <br />B. Trail Feasibility <br /> <br />a. Project Start-Up Meeting & Data Collection: WSB shall hold a virtual project start-up <br />meeting with the city to review over the proposed schedule, design process and <br />develop a clear understanding of the scope of the project and intended outcomes. All <br />relevant data (wetland delineations, utility easements, planned developments, etc.) <br />will be collected and reviewed. <br /> <br />b. Conceptual Alignments: WSB will prepare conceptual trail alignment options in an <br />illustrative plan based on existing site conditions and opportunities. The plans will <br />identify potential constraints, impacts and opportunities related to each trail option <br />which may include funding and partnership opportunities for consideration. WSB will <br />also prepare high level estimates of each route option to determine cost <br />considerations of each. <br /> <br />One (1) city staff review meeting of the concept plans will be held virtually to review <br />the conceptual route options and corresponding estimates in order to determine <br />which routes may be deemed feasible and preferred based on the opportunities, <br />impacts and cost considerations. <br /> <br />Following the review meeting, WSB will make any necessary revisions to the <br />conceptual route options for presentation. <br /> <br />c. Community Engagement Input: The City of Hugo will undertake community <br />engagement with project stakeholders separately and will provide WSB with all <br />comments and input gathered from the engagement process. <br /> <br />d. Preferred Alignment: Based on direction from the City of Hugo and relevant feedback <br />from the project stakeholders, WSB will prepare an updated plan that illustrates the <br />preferred alignment for the trail corridor with an updated estimate of probable costs. <br />This will be a higher-level plan and does not include 30% plans with trail alignments <br />and profiles. <br />
