I.1 Approve Resolution Approving Plans and Specs and Authorize Advertisement for Bids <br />for the Downtown Street Project and Lions Park <br /> <br />Previously the Council had authorized staff to prepare plans and specifications for the 2021 <br />Downtown Improvement and Lions Park Redevelopment Projects. Plans and Specifications have <br />been prepared for both the Lions Park Redevelopment and the 2021 Downtown Street Improvement <br />Projects and are ready to be advertised for bidding. Staff is recommending these projects be bid as <br />one project with one contractor. The City will benefit from a coordination and cost-effectiveness <br />standpoint. Staff is requesting and approval of the plans and specifications for the combined project <br />and authorization to advertise for bids. Staff will place the advertisement for bids which is required <br />to run for a minimum of 21 days. Plans and Specifications are available for your review at City <br />Hall. It is anticipated that consideration of awarding a construction contract will occur at the June <br />21, 2021 City Council meeting. Staff recommends approval of the resolution approving plans and <br />specifications and ordering advertisement for bids for the 2021 Downtown Improvement Project <br />and the Lions Park Redevelopment Project. <br /> <br />I.2 Approve Resolution Approving Plans and Specs and Authorizing Advertisement of Bids <br />for the Pavilion at Lions Park <br /> <br />The City Council authorized the drafting of construction documents of a new pavilion at Lions <br />Park at their February 1, 2021 meeting. A community workshop was held on April 14, 2021 to <br />review the plans for Lions Park. HCM Architects has completed the construction plans and <br />specifications. Staff is requesting approval of the plans and specifications and authorization to <br />advertise for bids. Staff will place the advertisement for bids which is required to run for a <br />minimum of 21 days. Plans and Specifications are available for review at City Hall. It is <br />anticipated that consideration of awarding a construction contract will occur at the June 21, 2021 <br />City Council meeting. Staff recommends approval of the resolution approving plans and <br />specifications and ordering advertisement of bids for the construction of the Pavilion at Lions <br />Park at 5524 Upper 146th Street North. <br /> <br />I.3 Approve Advertisement for Bids for CSAH 8 Water Reuse Project <br /> <br />Previously, Hugo City Council authorized WSB to prepare plans and specifications for the CSAH <br />8 Stormwater Reuse Project. The CSAH 8 reuse system will pump water from the stormwater pond <br />located in the NW quadrant of CSAH 8 and Oneka Parkway to the existing irrigation system along <br />CSAH 8 and future irrigation system to be constructed as part of the Lions Park Redevelopment <br />Project and the 2021 Downtown Improvement Project, conserving an estimated 14 million gallons <br />of water annually. Plans and Specifications have been prepared and are ready to be advertised for <br />bidding. Staff is requesting approval of the plans and specifications and authorization to advertise <br />for bids. Staff will place the advertisement for bids which is required to run for a minimum of 21 <br />days. Plans and Specifications are available for your review at City Hall. <br /> <br />I.4 Approve Resolution Declaring Council Vacancy and Approving Appointment Process <br /> <br />At its April 19, 2021, meeting, Council discussed the resignation of Council Member Chuck Haas <br />after over 22 years on the Council. Staff was directed to draft an appointment process and bring it <br />back to Council for approval. Staff is recommending the deadline for applications be Wednesday,
