Memorandum <br /> <br /> <br />To: Mayor and Council <br />From: City Administrator Bryan Bear <br />Date: June 3rd for the June 7, 2021 Council Meeting <br />Re: Parks Planner Position <br /> <br /> <br /> <br />Each year, the City Administrator and Finance Director reviews all city job positions and <br />compares them against the overall competitive job market and determines whether the <br />compensation for each position is appropriate. Recommended changes are sometimes made mid- <br />year and sometimes coordinate with performance evaluations, and other times adjustments are <br />made during the annual budget approval process. The Parks Planner position was recently <br />evaluated with discussions with the Community Development Director and Public Works <br />Director. After evaluating the job responsibilities for this position, it is clear that the position <br />should no longer be classified as an entry level position. Staff has also reviewed comparable <br />Parks Planner positions in other communities and has determined that a change in the pay-grade <br />classification should be made. The role and level of responsibility for the position has grown <br />since the time the position was created nearly ten years ago. Because of this, staff is proposing a <br />revised job description, along with a change in pay grade classification to be in line with the <br />market and position duties. The job description has been revised clarifying that the Parks Planner <br />will report directly to Community Development Director, where previously the supervision was <br />shared with the Public Works Director. There is an expectation that the Parks Planner <br />collaborates and regularly communicates with the Public Work Department on items related to <br />parks and trails. The salary is currently at pay grade 5. When staff compares the Parks Planner <br />position with like positions in other communities similar to Hugo, the City is below the market <br />for the pay grade for the position. Staff is recommending the salary for the position be adjusted <br />to pay grade 7 between $65,700 and $85,591 for 2021. Staff has discussed with change with <br />former Finance Director Ron Otkin, and Interim Finance Director Anna Wobse, who will <br />accommodate the mid-year adjustment to the 2020 budget. <br /> <br />Recommendation: <br />Shayla Denaway currently serves in the Parks Planner position. Staff recommends the City <br />Council approve the revised Parks Planner job description and to set the salary at pay grade 7, <br />step 4, effective immediately. <br />
