A wetland delineation as part of the <br />Hugo Gardens property was approved in 2018 showing three (3) separate wetland basins for a <br />total of 7.59 acres of wetland habitat. The largest wetland on the east side of the property, mainly <br />consists of invasive reed canary grass and the hydrology consists of mostly saturated soils with <br />little standing water. The westernmost wetland exists as a seasonal wetland in the center of a <br />hay field and vegetation is primarily alfalfa and grasses. The third basin is a very small (231 sq. <br />ft.) depressional wetland that has already been impacted by the Hugo Gardens Project. <br /> <br />The applicant (City of Hugo) is required to replace for these impacts at a 2:1 ratio; meaning we <br />would need 0.631 acres of wetland credit. To replace for these impacts, the applicant is <br />proposing to purchase 0.631 acres of wetland bank credit from the City of Blaine (Bank #1664). <br /> <br />The replacement plan application has been noticed to the Hugo Wetland Technical Evaluation <br />Panel (TEP), but no comments have been received. A TEP meeting is scheduled for Monday, <br />June 7, at which time there may be discussion on this item. <br /> <br />Based on the information provided in the application, I am recommending approval of the <br />replacement plan application submitted for the 2021 Hugo Downtown Improvement Project. <br /> <br /> <br />Attachments: <br /> <br />MN Joint Application with map supplements
