<br />Job Description <br /> <br />Position Title: Finance Director <br />Department: Finance <br />Immediate Supervisor’s Title: City Administrator <br />Pay Grade: 10/11 <br />Salary Range: $93,547 - $137,100 <br /> <br />PURPOSE <br />The Finance Director is responsible for strategic management of the City’s fiscal resources. This <br />individual performs professional, administrative, and executive work to manage the City’s Finance <br />Department and is responsible for long-range financial planning to meet the City’s operational and <br />capital needs. The Finance Director is responsible for the preparation of the annual budget, <br />investment of the city’s portfolio, and supervision of all accounting functions, payroll, and utility <br />billing, along with related reporting and record keeping functions. Additionally, the Finance Director <br />provides necessary documentation, advice and recommendations to the City Administrator and City <br />Council for informational and decision making purposes. <br /> <br />ORGANIZATIONAL RELATIONSHIPS <br />Reports to: City Administrator <br />Communicates with: Internally - all city departments and employees. <br />Externally - State Department of Revenue, and other agencies, auditors, <br />financial and bond consultants, banks and investment firms, title companies, <br />vendors/contractors, the League of Minnesota Cities Insurance Trust, and <br />insurance agents, landowners, utility customers and the general public. <br />Supervises: Finance Coordinator, and may provide work direction to Accounting Clerk, <br />Utility Billing Clerk, and other administrative support staff. <br /> <br />ESSENTIAL FUNCTIONS <br /> Discusses financial matters with City Administrator, City Council and department heads, <br />gathers relevant information and makes recommendations and presentations as appropriate. <br /> Manages the preparation of the annual city budget. Works closely with the City <br />Administrator, calculates projections for upcoming budgets, reviews budget requests from <br />department heads and committees, compiles materials into preliminary and final budgets and <br />presents information to the City Council and city residents. <br /> Leads long-term capital financial planning efforts and other complex financial matters <br />involving improvement programs and projects. Assists with preparation of strategies to <br />maximize use of limited resources. <br /> Performs investment management activity by maintaining investment schedules, obtaining <br />investment rates, discussing needs with City Administrator, and making investments with <br />financial institutions according to sound municipal finance practices. <br /> Develops and implements policies, procedures, and internal controls for the effective <br />functioning of the City in accordance with Generally Accepted Accounting Principles and the <br />Governmental Accounting Standards Board. Directs the completion of the annual audit and <br />preparation of the Comprehensive Annual Financial Report. Ensures financial matters are <br />handled in accordance with all applicable regulations and policies.
