Finance Director Job Description <br />Page 2 of 3 <br /> <br /> <br /> <br /> Prepares monthly financial reports for Council meetings and other reports as requested. <br /> Performs communication and administrative activities related to employee insurance. <br />Identifies loss control risks and secures/maintains appropriate business insurance coverages. <br /> Prepares and submits various state and federal reports in a timely manner, maintains records, <br />fixed assets, depreciation schedules, and special assessments. <br /> Develops and implements effective debt management policies. Provides administrative <br />support for City's tax increment financing program, community development efforts, and <br />various grants. <br /> Oversees all tasks associated with accounts payable, utility billing, general ledger, and <br />payroll activity <br /> Prepares and maintains accounting records for the Fire Relief Association. <br /> Performs other related duties as assigned or apparent. <br /> <br />REQUIRED KNOWLEDGE, SKILLS, and ABILITIES <br /> Knowledge of municipal operations, City policies, procedures, ordinances and Minnesota <br />statutes that apply to municipal finance. <br /> Knowledge of GASB bookkeeping and accounting practices and procedures. <br /> Knowledge of utility billing practices and records maintenance, payroll practices/procedures <br />and related reporting/record keeping. <br /> Knowledge of municipal finance, cash and investment management policies and procedures. <br /> Ability to communicate effectively, persuade, negotiate, respond to stressful or controversial <br />situations, and calm individuals concerning emotionally charged topics. <br /> Leadership skills including the ability to supervise staff and to effectively work with <br />consultants. <br /> Computer knowledge, including Microsoft Office, and general office skills <br /> Ability to research and analyze data, perform complex mathematical calculations, determine <br />alternatives, make recommendations, and prepare financial reports. <br /> Ability to maintain effective working relationships with coworkers, elected officials, state <br />and county employees, residents of the city and other business contacts. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
