The Organization <br />Oakdale operates as a statutory city <br />under the Plan A form of <br />government. The City Council is <br />comprised of a Mayor and four City <br />Council members who are elected at <br />large in staggered four-year terms. <br />The City Council is responsible for <br />establishing policy, adopting the <br />annual budget, and setting the tax <br />levy. The City Council appoints a City <br />Administrator to serve as the chief <br />administrative officer and function as <br />a liaison between the City Council <br />and staff. <br />General services provided by the City <br />of Oakdale include administration, <br />communication, finance, licensing, <br />planning, development, <br />redevelopment, building codes, <br />police, fire, engineering, streets, <br />utilities, forestry, parks, and <br />recreation. The City has a 2021 <br />annual budget of approximately $25 <br />million which includes all funds and <br />special revenues, debt service of $2.7 <br />million, and the City has an Aa2 <br />credit rating. The City employs 112 <br />full-time staff and 3 regular part-time <br />staff. Approximately 70 percent of <br />the City’s workforce are represented <br />by five unions. <br />The Position <br />The Finance Director serves as the Chief Financial Officer for the City and a <br />trusted financial and budget advisor to the City Council, City Administrator, <br />and department heads. The Finance Director reports directly to the City <br />Administrator and actively participates as a member of the City’s <br />management team. The position manages and supervises the Finance <br />Division, consisting of one accountant, one bookkeeper/accounts payable, <br />one utility billing supervisor/payroll specialist, and two utility billing/customer <br />service/cashiers. <br />Major responsibilities assigned to the Finance Director include: <br />• Manages the preparation of the annual budgets and directs the <br />development and analysis of strategies to maximize resources. <br />• Develops and implements an overall investment strategy consistent with <br />sound municipal finance practices and compliant with applicable laws <br />and regulations. <br />• Makes recommendations and presentations to the City Administrator <br />and City Council on matters related to finance. <br />• Leads long term financial planning and ensures input and <br />communication to Council, City Administrator, and department heads. <br />• Directs the maintenance of official accounting and financial records in <br />conformance with accepted government accounting principles, ensuring <br />an accurate reflection of the city’s financial condition. <br />• Monitors and analyzes proposals that will have an impact on the city’s <br />financial condition. <br />• Plans and develops sound accounting policies and practices that support <br />the city’s financial management and strategies and provide financial data <br />necessary to guide planning and decision-making. <br />• Monitors established accounting and reporting systems and procedures <br />to ensure they are properly functioning and providing adequate controls. <br />• Oversees all disbursements to see that they are in line with budget and <br />have been properly authorized. <br />• Directs staff and coordinates with auditors for completion of the annual <br />municipal audit; implements recommendations as set forth in the audit. <br />• Prepares the Comprehensive Annual Financial Report and submits to <br />regulatory agencies. <br />• Develops effective debt management policies, practices and procedures <br />to ensure accurate cash flow projections, financing sources and cash <br />uses relative to outstanding debt. <br />• Coordinates the financial aspects of improvement projects; works with <br />the engineering department to administer escrow and assessments and <br />works with fiscal and bond consultants for the preparation and sale of <br />bonds. <br />2
