3 <br />Leadership Opportunities <br />Updated financial software. The Finance Director will be involved with the implementation of an upgrade to the financial <br />software in 2021. Currently, the City is utilizing a very old and outdated version of Incode for G/L, A/P, A/R, F/A, cash <br />receipting and payroll. <br />Financial policies. The Finance Director will lead a comprehensive review and analysis of all financial policies and <br />recommend changes. <br />Local option sales tax. The City of Oakdale is seeking legislative authority for a local option sales tax in 2021. Upon <br />approval, the City will go to voters at the 2022 general election. The Finance Director will have an opportunity to take a <br />leadership role on this initiative related to the funding for a new Public Works Facility and a comprehensive remodeling of <br />the Police Facility. <br />New development. Many new development opportunities are on the horizon including a new housing development/ <br />neighborhood called Willowbrooke, extensive development at the new Helmo station (on the upcoming mass transit Gold <br />line), and various other redevelopment areas in the city. With this new growth, the Finance Director will be involved in the <br />financial management of development funds, including tax incentives, in addition to analyzing and projecting the financial <br />impact on property taxes and utilities for the City of Oakdale. <br />Debt management. The City has begun discussions to explore reducing debt and decreasing bond issuance for capital <br />projects. The Finance Director will have an integral role in this long-term financial planning initiative. <br />Strategic planning initiative. Oakdale’s elected and appointed leadership is embarking on a long -term strategic planning <br />and teambuilding process in 2021. The Finance Director will have the opportunity to participate in this 18 -month process <br />which will be led by an executive consultant.
