Request for a Preliminary Plat and PUD for “Oneka <br />Lake Reserve” consisting of 40 townhome units on 6.7 acres located north of <br />150th Street North across from Generation Avenue North. <br /> <br />ZONING: R-4, Low Density Multi-Family Residential <br /> <br />LAND USE: Medium Density Residential (MD) <br /> <br />DATE: June 3, 2021, for the City Council meeting of June 7, 2021 <br /> <br />REVIEW DEADLINE: June 13, 2021 <br /> <br /> <br />1. PLANNING COMMISSION UPDATE: <br /> <br />At its May 13, 2021, Planning Commission held and public hearing and considered the <br />applications. There were several residents that spoke during the public hearing from the adjacent <br />neighborhood to the north and east. The residents voiced concerns over wildlife habitat on the <br />property, as well as traffic and safety of children in the area. There was one resident that spoke <br />with concerns over access to her property because of an existing drainage and utility easement <br />over the property and the proposed expansion of the pond to the north. The developer is working <br />with this property owner. The property owner to the west, the owner of Hugo Estates, stated he <br />was in support of the project and has had discussions with the developer about additional <br />landscaping on the west side. <br /> <br />Staff explained that the property is privately owned and properly zoned for the development. <br />There are also two ways out of the development area, south on Generation Avenue to the east off <br />of Goodview Avenue, which both go Oneka Lake Boulevard/147th Street. Staff stated that the <br />road and access points are able to handle additional traffic. <br /> <br />Staff recommended approval of the project subject to the conditions in the resolution. The <br />Planning Commission generally liked the layout of the development. The Planning Commission
