DESCRIPTION OF REQUEST: <br /> <br />The applicant is requesting approval of a preliminary plat and site plan approval to allow <br />development of the 6.7-acre site with 40 townhomes. The gross density of the project is 6 units <br />per acre and the net density is 6.4 units per acre. The ordinance allows up to 6 units per net acre <br />in the R-4 zoning district, and up to 8 units per acre with a PUD. The proposed development <br />includes 40 units in a mixture of two and three unit buildings and a .45 acre public park. <br /> <br />The development is proposed to be accessed off of 150th Street via a privately owned and <br />maintained drive across from Generation Avenue. <br /> <br />3. BACKGROUD: <br /> <br />The property was previously approved for a townhome development known as Oneka Lake <br />Townhomes in 2007. The project was not constructed due to the recession in 2008. <br /> <br />4. CONTEXT: <br /> <br />A. Surrounding Land Use and Zoning <br /> <br />The property to the north is zoned R-3, Single Family Detached Residential. The property to the <br />northwest is zoned I-3, General Industrial. The properties to the west, south and east are all <br />zoned R-4. The property to the southwest is zoned CR-3, Central Residential. <br /> <br />The property to the west is developed as a mobile home park and single family homes, the <br />property to the north is single family homes in the Sweetgrass Meadows development and the <br />property to the east is developed with townhomes. The property to the south is developed as <br />townhomes in the Generation Acres development. <br /> <br />C. Natural Site Characteristics <br /> <br />The subject property is vacant. There are no wetlands on site. <br /> <br />5. ANALYSIS: <br /> <br />A. Level of City Discretion in Decision-Making <br /> <br />The City has discretion in approving or denying rezoning applications, based on whether or not <br />the proposal meets the standards outlined in the Zoning Ordinance. If the City finds that all the <br />applicable standards are met, the rezoning application must be approved. However, if the City <br />finds that any of the applicable standards are not met, the application may be denied. <br />
