He said that was the <br />thought process. <br />There were no other comments. <br />Approve 12111 Street Development Sketch Plan <br />Community Development Rachel Juba reviewed the sketch plan for a residential development on <br />property located north of 121st Street and west of Falcon Avenue. Drengson May Enterprises, <br />LLC, was seeking informal comments on plans to subdivide three parcels of land to create ten <br />parcels that were one or more acres in size. The three properties totaled approximately 15 acres <br />and were zoned Large Lot Single Family Residential. Seven lots would be located on a cul-de- <br />sac road and three other lots would be to the west of those, separated from the development by <br />the Metropolitan Council Sewer Interceptor and a wetland. The applicant intended to comply <br />with all regulations in that zoning district except for Lots 8 and 9 where they would be asking for <br />a variance in the minimum lot width from 150 feet to approximately 30 feet due to the <br />constraints of the sewer interceptor and wetlands. Two lots would get access from Everton <br />Avenue and one from 121st Street. The seven lots would be accessed by a cul-de-sac road off <br />121st Street. The development on the site would require municipal utilities, and Juba explained <br />that utilities would need to be extended across several properties that are not part of this <br />development. The applicant had been meeting with those property owners and there was some <br />interest in connecting to municipal sewer with possible assessments. Juba stated staff s <br />recommendation was to improve 121 st Street as a rural section roadway from Everton Avenue to <br />Falcon Avenue with utilities and hold a neighborhood meeting to discuss these improvements. <br />Stormwater management would be evaluated to help solve some of the drainage issues in the <br />area. The area was served by other neighborhood parks so a park dedication fee could be <br />accepted instead of parkland. Juba stated the sketch plan had been reviewed by the Planning <br />Commission, and they felt the variances were reasonable and a neighborhood meeting should be <br />held with the property owners on connections to the sewer. <br />The applicants Laura and Jarrod Drengson thanked the Council for their consideration on the <br />project. Laura stated they were working with the neighbor to lessen the variance for Lot 8. <br />Petryk stated she was aware of the stormwater management problems and the difficulty of <br />development there. She said she was very pleased with the design and lot sizes. <br />Applicant Dan May said it was a very unique project and was appreciative of staffs work. They <br />(May and Drengsons) hoped to be living on two of those lots, so they wanted to make sure it was <br />a nice project. <br />Miron appreciated their visiting with the neighbors and felt the recommendation of staff for an <br />informal meeting was a good one, and he looked forward to it. <br />Weidt stated the key to the project was working with the neighbors, and without their support, it <br />could be difficult. He encouraged them to continue. <br />
