Hugo City Council Meeting Minutes for March 1, 2021 <br />Page 2 of 11 <br />Update on COVID-19 City Response <br />City Administrator Bryan Bear gave a brief update on the City's response to the COVID-19 <br />pandemic saying the State of Emergency declared by Governor Waltz in March, 2020, was still <br />in place and recently modified by executive order 2021-1 that mainly pertained to venues. City <br />Hall had remained open during the whole pandemic, and the goal to provide continuous services <br />had mainly been met with some modifications. Vaccines were being distributed in Washington <br />County with help from the MN Department of Health. Vaccines were generally not available to <br />City staff but were available to the firefighters. Council meetings continued to take place <br />remotely pursuant to MN State Statue. Technical upgrades were in place, and hybrid meetings <br />could now occur with hybrid meeting protocols in place. Bear asked the Council their thoughts <br />about returning to in -person meetings. <br />Weidt stated he would be comfortable with holding in -person meetings starting in April, 2021, <br />dependent on what happens during the next 30 days. Miron and Klein agreed that would be a <br />good target. <br />Parks Commission Annual Report <br />Parks Planner Shayla Denaway presented to Council the 2020 Parks Commission Annual Report. <br />She talked about the expansion of trails in Adelaide Landing and Oneka Place, and the feasibility <br />study that was done for a trail along Goodview Avenue saying there had been no decision to <br />move ahead with construction due to high costs. Denaway stated recreation looked very different <br />during 2020 with COVID-19, though the City never closed any of the parks. The only program <br />held in person was the sledding parry in 2020. The City had partnered with the YMCA for Play <br />Days during the summer. At the beginning of 2020, the Commission considered concepts for the <br />City owned properties along Sunset Lake and decided to postpone improvements until there was <br />more neighborhood support for a project. Winter trail and sidewalk snowplowing routes <br />maintained by the City were reviewed, and the map was updated. Park benches were installed <br />and other minor park updates done using SHIP funding. The Commission had discussions <br />during 2020 on construction of Lions Park and plans for Irish Avenue Park and Clearwater Creek <br />Preserve. The Commission approved the Local Boy Scouts to put in a memorial for Andrew <br />Olson who passed away suddenly in early 2020. Denaway talked about the three residential <br />developments reviewed by the Commission during 2020, and she shared images of the newly <br />constructed Arcand Park. <br />Approval of Consent A14enda <br />Weidt made motion, Haas seconded, to approve the following consent agenda: <br />1. Approve Claims Roster <br />2. Approve Performance Review for Building Department Secretary Debi Close <br />3. Approve Performance Review for Senior Engineering Technician Liz Finnegan <br />4.
