Hugo City Council Meeting Minutes for March 1, 2021 <br />Page 6 of 11 <br />Jeff Marier, 14092 Flay Avenue, said he was concerned about the size of the walking path <br />planned for the north side of 147th Street stating it was not intended to be a greenway that goes <br />right through the yards. He pointed out there was a wide trail on the south side of City Hall. <br />Ron Gerdesmeier, 5558 147th Street, talked about how there was access to the park off the <br />county trail along the south side of City Hall and questioned why they would put a blacktop eight <br />to ten -foot wide trail through their front yard. He said a concrete sidewalk would be four to five <br />feet, and the price for construction would be similar, and concrete was easier to maintain and <br />more solid. He recalled a neighborhood meetings where there was talk about splitting the width <br />of the trail with the homes on the south side of 147th Street. He also had questions on utility lines <br />and worried about hooking things up to their older homes and the vibration of equipment. He <br />questioned who would cover the lines if they were damaged or cracked. <br />Bob Shields, 14770 Flay Avenue, stated an eight -foot trail would be 25-30 feet from their homes. <br />He said he agreed there was a drastic need for the street improvement but an eight -foot foot trail <br />was a bit of an overkill. He said he thought a sidewalk with curb and gutter would be a big <br />improvement. <br />Erichson talked about how the east/west trail provided connectivity to Oneka Parkway and how <br />pedestrians utilize the easiest path. He stated people would continue to access the park along <br />147th Street, and the trail would provide that movement in a safe manner. He said a minimum <br />sidewalk was five feet in width, and it wouldn't connect well to an eight -foot trail and provide <br />continuity for multi -use. He talked about utility hookup concerns saying it would be the <br />responsibility of the City throughout construction to ensure sewer and water services continued <br />to operate. If there were damages, it would be the reasonability of the contractor. Inspections <br />would be done before and after construction. <br />Gerdesmeier talked about losing 40-foot pine trees. <br />There were no other comments, and Weidt closed the public hearing. <br />Klein made motion, Miron seconded, to approve RESOLUTION 2021-12 ORDERING THE <br />PROJECT AND AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS <br />FOR THE 2021 DOWNTOWN IMPROVEMENT PROJECT. <br />Roll call vote — all ayes. Motion carried. <br />Approve ROW Acquisition Agreements <br />City Engineer Mark Erichson explained the need for additional right -of -away along 147' Street <br />and Fitzgerald. He explained the need for permanent easements along parts of it and temporary <br />easements along others to allow the project to be constructed and blend into yards. Easements <br />had been staked. Staff had met with property owners regarding the project, provided them with <br />renderings of the proposed improvements, and discussed potential concerns. He talked about the <br />properties that had been appraised and stated staff was looking for approval to present appraisals <br />to the property owners. Appraisals took into consideration values, and staff would continue to <br />meet with property owners. <br />
