Hugo City Council Meeting Minutes for March 1, 2021 <br />Page 5 of 11 <br />Approve Hiring of Chuck Preisler as Temporary Building Inspector <br />Staff had been meeting with former Building Official Chuck Preisler on the possibility of <br />working part-time on an as needed basis in the Building Department to assist with plan review <br />and inspection duties. Adoption of the Consent Agenda approved the hiring of Chuck Preisler as <br />a part-time building inspector, on an as needed basis as determined by the Building Official, at a <br />pay rate of $50.00 per hour plus mileage. <br />Approve Pay Request No. 5 from Ebert Construction for Public Works Facility <br />Ebert Construction had submitted Pay Voucher No. 5 for work done on the new Public Works <br />facility. Staff had reviewed the pay voucher and founds it acceptable for work certified through <br />February 2021. Adoption of the Consent Agenda approved Pay Voucher No. 5 to Ebert <br />Construction in the amount of $15,198.90. <br />Approve Ordinance Amending Fine for Parking Violation <br />In November of 1990, Council established a $25 fine for those who violated the City's parking <br />regulations. This fee had remained in place since then. In an effort to create a stronger <br />disincentive for overnight parking that impedes snow plowing, staff requested approval to <br />increase this fine to $50. Adoption of the Consent Agenda approved ORDINANCE 2021-504 <br />AMENDING HUGO CITY CODE, CHAPTER 90, ARTICLE VI, SECTION 90-253 PARKING <br />AND LOADING. <br />Public Hearing on Ordering Improvements and Authorization to Prepare Plans and <br />Specifications for the 2021 Downtown Improvement Project <br />A public hearing was scheduled for this evening on an improvement project for streets in the <br />downtown area. Staff had held a neighborhood meeting on February 24, 2021, to share the <br />results of the feasibility study with property owners adjacent to the project in advance of this <br />public hearing. City Engineer Mark Erichson shared information on construction projects taking <br />place in the area that were tied to the road project. He reviewed what the City considers when <br />developing the Capital Improvement Project and how this project was guided by the <br />Comprehensive Plan. He provided details on improvements being considered for 147th Street <br />from just west of TH 61 to Finale Avenue, 147th Street from Finale Avenue to Oneka Parkway <br />(new construction), Flay Avenue north of 147th Street to its existing termination point, Upper <br />146th Street from Finale Avenue to Fitzgerald Avenue, 146th Street from Finale Avenue to <br />Fitzgerald Avenue, Finley Avenue from Upper 146th Street to 145th Street, Fitzgerald Avenue <br />from 147th Street to 146th Street, and Oneka Parkway at 147th Street (intersection and turn <br />lanes). The improvements included constructing a new section of 147th Street, reconstructing the <br />existing roadways, adding concrete curb and gutter, drainage/storm sewer improvements, minor <br />subgrade corrections, bituminous paving, and a trail addition along 147th Street. The total project <br />costs for this downtown improvement project was estimated to be $3,656,800 including <br />$264,840 in assessments, and Erichson provided information on the City's Assessment Policy. <br />Weidt opened the public hearing. <br />
