Watermain is available to the 121st Street corridor and Drengson Property via the existing <br />watermain located within Everton Avenue. The applicant is proposing to extend watermain to <br />their east plat line and into their subdivision at their proposed street entrance. <br />9. Sanitary Sewer Service is available to serve the property as well as other properties within <br />the 121st Street corridor from the MCES 42” Interceptor that extends along the Drengson’s <br />west property line. The applicant is proposing to extend an 8” sanitary sewer within their <br />development and to their east plat lines along 121st Street. <br />10. Other property owners have expressed interest in receiving sewer and/or water service as <br />well. An informational meeting was held to discuss what a public improvement project would <br />look like and to gage interest from the adjacent properties. <br />11. Hugo City Council received a feasibility study that outlines a public improvement project that <br />includes sanitary sewer, watermain, storm sewer and street improvements for both the <br />development and existing properties along 121st Street and the three parcels adjacent to this <br />development along Falcon Avenue. Hugo City Council set a public hearing for these public <br />Improvements for July 19, 2021. Assessments for sewer and water services extended to <br />adjacent properties would be assessed, with all other remaining costs to be paid for by the <br />developer as part of the Development Agreement terms. <br /> <br /> <br />Stormwater Management/Wetlands <br />12. The development is meeting stormwater management requirements through the use of on- <br />site infiltration basins. Infiltration basins are being designed to provide the required water <br />quality volume and to meet rate control restrictions. <br />13. The proposed development will collect and route drainage from a portion of 121st Street <br />which will be reconstructed concurrently with the development. Based on the area of <br />impervious of the 121st Street project, stormwater management is not required however <br />drainage will still be routed through the Acres of Bald Eagle site for water quality treatment. <br />14. Documentation will be required to confirm hydrology to the wetland onsite are being <br />maintained post construction. If hydrology is not being maintained that would be considered a <br />wetland impact and would require wetland mitigation. <br />15. Proposed structures are currently shown to meet freeboard requirements. If stormwater <br />management design is modified, applicant will need to confirm freeboard requirements <br />continue to be met. <br />16. Stormwater reuse is not proposed for this development as there are only infiltration basins <br />proposed. <br />17. Additional detailed comments on the drainage design and stormwater management system <br />have been provided to the applicant and will need to be addressed as the project moves <br />forward. <br />Thank you for the opportunity to provide comments on this project.
