approximately 13 acres of property. At its July 8, 2021, meeting the Planning Commission held a <br />public hearing and considered the request. Staff recommended approval of the applications subject <br />to the conditions in the resolutions. There were several residents that spoke during the public <br />hearing on a variety of topics. The concerns were regarding the height of homes, wildlife, <br />preservation of trees, grading, drainage, and flooding. The Planning Commission agreed that the <br />requirements were met to approve the applications. The Planning Commission unanimously <br />recommended approval of the variance, property line adjustment, minor subdivision, and <br />preliminary plat, for a residential development to be known as “Acres of Bald Eagle”, subject to <br />the conditions listed in the resolutions. Staff recommends approval of the final plat and <br />development agreement, subject to the City Attorney’s approval. <br /> <br />Staff recommends approval of the resolution ordering the public improvements, approving plans <br />and specifications and ordering advertisement for bids for the 121st Street and Acres of Bald Eagle <br />Utility and Street Improvements. <br /> <br />H.2 Public Hearing on Property Tax Abatement for Lions Park Improvements and Related <br />Public Improvements and Approval of Related Items <br /> <br />At the June 21, 2021 meeting, Council awarded bids for the downtown improvement project and <br />Lions Park Site Improvements, new park pavilion, and CSAH 8 Stormwater Reuse Project. <br />Purchase of playground equipment from Flagship Recreation was also approved and Council <br />directed staff to prepare a cost estimate for the equipment planned for phase two. Phase two <br />equipment is planned to include a 13+ challenge/ fitness course which would complete the <br />playground designed by the Playground Committee. Quotes were received for the playground <br />equipment and two surfacing options- artificial turf totaling $251,605.57 or pour-in-place totaling <br />$207,854.64. Staff recommends Council approve the purchase of playground equipment and <br />preferred surfacing from Flagship Recreation. A proposal was received from Electro Watchman to <br />install an access/door control system in the Lions Park Pavilion in the amount of $26,360.95. A <br />proposal was also received to install an Avigilon Security Camera System which would provide <br />coverage on the interior and exterior of the pavilion and the adjacent parking lots in the amount of <br />$47,213.17. Staff recommends approval of the quote from Electro Watchman to provide and <br />install access control and camera systems at the Lions Park Pavilion in the amount of $73,574.12. <br /> <br />At the June 21, 2021 City Council meeting, Council also called for a public hearing on tax <br />abatement to be held on July 19, 2021 in preparation for considering the sale of Tax Abatement <br />Bonds to pay for the Lions Park and related public improvements. Minnesota statues allow cities <br />to issue General Obligation Tax Abatement Bonds to finance the construction of public facilities; <br />including parks and recreation and community centers. The statutes require that a hearing be held <br />to gather public input regarding the establishment of a tax abatement area for financing the public <br />improvements. Mikaela Huot from Baker Tilly will present information to the Council regarding <br />the use of tax abatement to finance the Lions Park improvements and related public improvements. <br />Staff recommends Council hold the scheduled public hearing and following the public hearing <br />confirm that they expect the benefits of the proposed abatement to equal or exceed the costs to the <br />City and confirm that the proposed abatement is in the public interest. Staff recommends that <br />Council approve the Resolution Approving Property Tax Abatements. <br /> <br /> <br /> <br />
