Memorandum <br /> <br /> <br />To: Bryan Bear, City Administrator <br />From: Rachel Juba, Community Development Director <br />Date: May 13, 2021, for the City Council Meeting of May 17, 2021 <br />Re: Revisions to Building Inspector Job Description and Authorization to Advertise for New <br />Building Inspector Position <br /> <br /> <br />1. BACKGROUND: <br /> <br />As part of the Community Development Department, the Building Department currently <br />includes a Building Official, Building Inspector, and Building Department Receptionist. <br />Commercial, industrial, and residential development has been steadily increasing in the City <br />over the last few years. Staff keeps track of the number of permits and inspections each <br />month. The building department inspections have increased between 30% and 40% per month <br />over the last year. In addition, the number of new construction building permits issued in 2020 <br />(183 permits) nearly doubled from 2019 (101 building permits). So far this year, we are 36% <br />ahead for the issuance of new construction building permits and ahead by 30% for inspections, <br />than we were at this time last year. There is no indication that this trend will slow down in the <br />near future. With the increased new permits, comes increased related building permits and <br />inspections required. These numbers do not include all of the other inspections (mechanical, <br />roofing, decks, basement finishes, etc.) the building department completes or <br />commercial/industrial new constructions permits. These permits are increasing as well. <br /> <br />The City of Hugo also provides Building Official and inspection services to the City of Scandia <br />that provides additional revenue to the building department. The building department has <br />been very busy keeping up with plan review and inspections. Staff wants to provide the right <br />level of service to the contractors and residents that apply and pay for the building permits. <br />The increased amount of building permits has also brought in increased revenue to the <br />building department. The 2021 budget includes a Planner position in the Community <br />Development Department that was not filled this year. <br /> <br />2. RECOMMENDATION: <br /> <br />Staff recommends approval of the revisions to the Building Inspector job description and <br />authorization to advertise for a new Building Inspector position. <br /> <br /> <br />ATTACHMENTS: <br />1.
