<br /> <br /> <br />Feasibility Report <br />121st Avenue and Acres of Bald Eagle <br />Utility & Street Improvements Project <br />City of Hugo, MN <br />WSB Project No. 018363-000 Page 2 <br /> <br />1 EXECUTIVE SUMMARY <br /> <br />The proposed improvements for 121st Street and Acres of Bald Eagle Utility & Street Improvements <br />Project consists of the construction of sanitary sewer and watermain utilities between Everton Avenue <br />and Falcon Avenue in 121st Street and extending into the proposed development street. The Acres of <br />Bald Eagle construction will include sanitary sewer, watermain, a new urban section street with storm <br />sewer to serve nine new lots. After utility construction, 121st Street will be restored as a rural section <br />roadway of 20-foot width and a new bituminous pavement surface will be constructed by the developer as <br />part of the development agreement. A map illustrating the project location is shown on Figure 1 in <br />Appendix A. <br /> <br />The cost of the project is estimated to be $876,616.20. The project costs include a 3% contingency and <br />4% indirect costs, assuming the developer will prepare plans and specifications in accordance with City <br />design standards, and the City will provide construction observation for the project . Funding for the <br />streets and utilities will be by the developer of Acres of Bald Eagle upon final plat approval. Water and <br />sewer services to twelve existing properties along 121st Street and Falcon Avenue will be paid for by <br />special assessment. <br /> <br />The project schedule proposed includes construction beginning as early as mid to late August 2021, with <br />substantial completion by the late fall of 2021. <br /> <br />This project is feasible, necessary, and cost-effective from an engineering standpoint and should be <br />constructed as proposed herein. <br /> <br /> <br />
