<br /> <br /> <br />Feasibility Report <br />121st Avenue and Acres of Bald Eagle <br />Utility & Street Improvements Project <br />City of Hugo, MN <br />WSB Project No. 018363-000 Page 3 <br />2 INTRODUCTION <br /> <br />2.1 Authorization <br /> <br />On June 7, 2021, the Hugo City Council authorized the preparation of a feasibility report for the 121st <br />Avenue and Acres of Bald Eagle Utility & Street Improvements Project. <br /> <br />2.2 Scope <br /> <br />This feasibility report includes sanitary sewer, watermain, drainage and street improvements for the <br />following roadways: <br /> <br />▪ 121st Street North from Everton Avenue North to Falcon Avenue North <br />▪ Proposed new roadway in Acres of Bald Eagle <br /> <br />2.3 Data Available <br /> <br />Information and materials used in the preparation of this report include the following: <br /> <br />▪ City of Hugo Assessment Policy Manual <br />▪ City of Hugo 2040 Comprehensive Plan <br />▪ City of Hugo Property Records (via Washington County) <br />▪ City of Hugo Utility Record Plans <br />▪ Preliminary Plant and Plans for the Acres of Bald Eagle prepared by Plowe Engineering, Inc. <br />▪ Soil borings included in the Acres of Bald Eagle drainage report <br />▪ Observations of the improvement area <br /> <br />2.4 Project History <br /> <br />The City received an application for the proposed development Acres of Bald Eagle located north of 121st <br />Street North, between Everton Avenue North and Falcon Avenue North. The Acres of Bald Eagle <br />contains nine new lots and is proposed by Drengson May Enterprises, LLC. <br /> <br />The Acres of Bald Eagle is within the Metropolitan Urban Service Area (MUSA) and extension of the City <br />of Hugo utilities to serve the new development is required. <br /> <br />The soil borings report is shown in Appendix D. <br /> <br /> <br />
