<br /> <br /> <br />Feasibility Report <br />121st Avenue and Acres of Bald Eagle <br />Utility & Street Improvements Project <br />City of Hugo, MN <br />WSB Project No. 018363-000 Page 6 <br /> <br />No other storm sewer improvements are provided with these improvements. <br /> <br />See Figure No. 5 in Appendix A for the proposed storm sewer layout. <br /> <br />Overall, utility construction, specifically the sanitary sewer and watermain work in 121st Street will impact <br />tree roots that extend under the roadway surface. Excavations to depths of 16-feet will likely damage tree <br />root systems that are close to the roadway resulting in the loss of some trees. <br /> <br />4.2 Roadway Improvements <br /> <br />4.2.1 Streets <br /> <br />The street improvements include restoration of an existing City street , and the construction of a <br />new street in the development. <br /> <br />During utility construction, 121st Street will be excavated and in need of restoration due to sanitary <br />sewer and watermain construction over most of the length. Restoration consists of restoration <br />and preparation of the subgrade surface, construction of a new 8-inch thick aggregate base and <br />4-inches of bituminous pavement. The existing roadway is narrow and meanders slightly in the <br />corridor. The roadway restoration will provide a consistent roadway width of 20-feet with 10-foot <br />driving lanes, one in each direction. No shoulder is proposed with the restoration to reduce <br />grading impacts in the corridor. <br /> <br />The proposed Broadway Court in the Acres of Bald Eagle development will be a City standard <br />residential urban street, 28-feet wide with 14-foot drive lanes, surmountable concrete curb and <br />gutter, 4-inches of bituminous pavement over 8-inches of aggregate base and 24-inches of select <br />granular subgrade, per City details. <br /> <br />See Figure Nos. 2 and 3 in Appendix A for the proposed street typical sections and Figure No. <br />5 in Appendix A for the proposed layout. <br /> <br />4.3 Right-of-Way/Easements <br /> <br />Existing right of way along 121st Street varies in width from 30-feet to 60-feet along the corridor, with <br />portions of the roadway outside of the right of way shown in digital County parcel data. As discussed <br />previously, portions of the existing 121st Street are maintained by the City and have statutory user rights <br />over the maintained portion of the roadway. Acquisition of additional rights of way and easements for <br />121st Street are not anticipated with the proposed improvements. The Acres of Bald Eagle development <br />will dedicate right of way and easements with the plat, meeting current City standards for residential <br />subdivisions. <br /> <br />4.4 Permits/Approvals <br /> <br />The anticipated permits and approvals required, and the respective regulatory agencies are listed below: <br /> <br />▪ City of Hugo ..............................................................
