Hugo City Council Meeting Minutes for June 7, 2021 <br />Page 9 of 11 <br /> <br /> <br />Petryk made motion, Klein seconded, to approve RESOLUTION 2021-38 ORDERING <br />PREPARATION OF A FEASIBILITY REPORT FOR 121st STREET/ACRES OF BALD <br />EAGLE IMPROVEMENT PROJECT. <br /> <br />All Ayes. Motion carried. <br /> <br />Discussion on Job Description and Executive Search for Finance Director <br /> <br />On May 19, 2021, Council appointed Finance Coordinator Anna Wobse as the Interim Finance <br />Director after the passing of Finance Director Ron Otkin on May 5, 2021. City Administrator <br />Bryan Bear talked about a process for a permanent position. He stated it was a key position and <br />it was important to take time and get it right. This individual would advise and make <br />recommendations on all financial matters in the City. He said it would be a difficult position to <br />fill, and the job description had been revised and the salary evaluated and adjusted to ensure the <br />City was completive. The current range was $93,547 - $121,866, and he proposed changing it to <br />$93,547 - $137,000 to be sure the position attracted candidates that had all the qualifications and <br />those who would be a good fit and able to acquire them in time. He talked about the executive <br />recruitment firm, Baker Tilly, saying a compelling story needed to be shared with the applicants <br />and there needed to be a robust screening process, interviews and negotiations. The total cost <br />would be $22,750 with a twelve month guarantee. The process would conclude in early <br />September. <br /> <br />Klein made motion, Miron seconded, to approve the job description and salary range for the <br />Finance Director position. <br /> <br />All Ayes. Motion carried. <br /> <br />Miron made motion, Klein seconded, to negotiate a contract with Baker Tilly to provide <br />executive recruitment service. <br /> <br />All Ayes. Motion carried. <br /> <br />Discussion on Ordinance Review Committee on Short Term Rentals <br /> <br />Community Development Director Rachel Juba led a discussion regarding short term rentals. <br />She provided background stating the City and Washington County had received complaint on a <br />short term rental facility that was advertised on the website Vacation Rentals by Owner (VRBO). <br />The complaints related to noise, parties, and the transient nature of the short term rentals. After <br />reviewing the City Code, it was in staff’s opinion that short term rentals were not allowed in the <br />City. The owner of the short term rental had made a request to the City Council to evaluate <br />allowing short term rental facilities in the City. At its April 5, 2021, meeting, the City Council <br />directed staff to forward the request to the Ordinance Review Committee (ORC) for review and <br />recommendation to the City Council. The ORC, which consisted of Council Members Miron <br />and Klein, and three Planning Commission members, met on April 28 and made a <br />recommendation to Council to create an ordinance either allowing or prohibiting short term
