Hugo City Council Meeting Minutes for July 19, 2021 <br />Page 6 of 12 <br />Approve Resolution for Bond Reimbursement for Lions Park and Related Improvements <br />Federal treasury regulations permitted the City to issue bonds after construction began on a <br />project and use the subsequent bond proceeds to reimburse itself for expenses that had already <br />been paid, subject to certain timelines. To comply with these regulations, the Council needed to <br />approve a bond reimbursement resolution. Passage of this resolution did not require the City to <br />issue bonds; it merely preserved the City's rights to do so. Adoption of the Consent Agenda <br />approved RESOLUTION 2021 -45 ESTABLISHING PROCEDURES RELATING TO <br />COMPLIANCE WITH REIMBURSEMENT BOND REGULATIONS UNDER THE <br />INTERNAL REVENUE CODE. <br />Approve Replacement of Public Works Truck #115-12 <br />Included in the City's Equipment Replacement schedule was funding for the purchase of 1-ton <br />dump truck to replace the Department's aging 2012 Ford F-550. The current truck was used for <br />two main functions. In the winter months, it was used by the tree trimming crew to haul tree <br />debris. During the summer, it was used by the asphalt crew to haul asphalt. Staff had worked <br />diligently to research and specify the appropriate truck to meet the needs of the Public Works <br />Department. Staff recommended purchasing a 2021 Ford F-600 cab and chassis from Boyer <br />Ford and a dump body from Custom Truck One Source. This truck would be purchased off a <br />state contract through the Cooperative Purchasing Venture (CPV) assuring the City a fair and <br />discounted price of $78,535.90 plus tax and licensing. With the delays in the production of <br />vehicles, staff recommended placing the order for this truck now so delivery could occur <br />sometime in 2022 when the truck was up for replacement. Adoption of the Consent Agenda <br />authorized the purchase of the Ford F-600 cab and chassis from Boyer Ford and a dump body <br />from Custom Truck One Source through the State of Minnesota Cooperative Purchasing Venture <br />for a price of $78,535.90 plus tax and licensing. <br />Approve Replacement of Public Works Truck #103-11 <br />Included in the City's 2021 Equipment Replacement Fund was funding for the purchase of I -ton <br />dump truck to replace the Department's aging 2011 Ford F-550. Staff had <br />worked diligently to research and specify the appropriate truck to meet the needs of the Public <br />Works Department. Staff recommended purchasing a 2021 Ford F-600 cab and chassis from <br />Boyer Ford and a dump body and plow from Custom Truck One Source. This truck would be <br />purchased off a state contract through the Cooperative Purchasing Venture (CPV) assuring the <br />City a fair and discounted price of $81,153.90 plus tax and licensing.
