G.6 Approve Resolutions for Lakeview Dental Site Plan and Variance <br /> <br />At its September 23, 2021 meeting, the Hugo Planning Commission held a public hearing and <br />considered the request for Lakeview Family Dentistry located at 14475 Forest Boulevard North. <br />Lakeview Family Dentistry is requesting site plan approval for an approximately 4,400 square foot <br />addition to be constructed on to the existing building on site. A variance is requested from the <br />maximum imperious surface coverage to allow an impervious surface coverage of 50.6%, where a <br />maximum of 25% is required. A variance is also requested to allow the proposed addition to be <br />setback 61.4 feet from the OHW level of Egg Lake, where 100 feet is required by City ordinance. <br />There was no one who spoke at the public hearing. Staff recommended approval of the site plan <br />and variance requests. The Planning Commission agreed that the applications meet the <br />requirements necessary for approval and unanimously recommended approval of the site plan and <br />variance requests to the City Council. <br /> <br />G.7Approve Interim Use Permit for Farmhand Living Quarters at 15250 Homestead Ave N. <br /> <br />Fran and Mary Ann Miron are requesting approval of an interim use permit (IUP) for farmhand <br />living quarters to be allowed on the property. On properties 20 acres or more in size, located in the <br />future urban service, rural residential, agricultural, and long term agricultural districts a second <br />dwelling shall be allowed for living quarters for a farmhand. The property is approximately 38 <br />acres in size and is being used for a dairy farm operation. At its September 23, 2021, meeting the <br />Planning Commission held a public hearing and considered the request. The Planning Commission <br />unanimously recommended approval of the IUP for farmhand living quarters to the City Council. <br /> <br />G.8 Approve Conditional Use Permit for a Shared Driveway for Properties Located South of <br />140th Street N. and West of Keystone Avenue N. <br /> <br />David Lutz and James and Sharon Lutz have requested approval of a Conditional Use Permit <br />(CUP) for a shared driveway between two parcels. The driveway has been in place for several <br />years and the applicant is requesting formal approval with the CUP. At its September 23, 2021, <br />meeting the Planning Commission held a public hearing and considered the request. The Planning <br />Commission agreed the application met the requirements necessary to approve the CUP. The <br />Planning Commission unanimously recommended approval of the CUP for the shared driveway to <br />the City Council. <br /> <br />I.1 Downtown Improvement Project Assessment Hearing <br /> <br />On June 21, 2021, City Council awarded the contract for the 2021 Downtown Improvement <br />Project to Peterson Companies Inc. At the September 6, 2021 regular Council meeting, the <br />Council adopted a resolution declaring costs to be assessed for the 2021 Downtown Improvement <br />Project and scheduled the assessment hearing on the proposed assessments for October 4, <br />2021. The Notice of Assessment Hearing has been published in the official newspaper and mailed <br />to the owners of each parcel described in the assessment roll at least two weeks prior to the <br />hearing. As part of the assessment hearing, staff will give a PowerPoint presentation identifying <br />the improvements, costs and detail payment options. Staff recommends the Mayor open the public <br />hearing to take all comments and approve the resolution adopting assessments for the 2021 <br />Downtown Improvement Project in accordance with the requirement of state statutes Chapter 429 <br />for assessments to benefitting properties
