White Bear Lake School District Elementary School <br />Page 5 <br />the building. The building design has vertical and horizontal projections with four-sided <br />architecture. <br />The applicant has submitted a material sample board. Staff approval of a material sample board <br />is required prior to issuance of a building material to ensure materials and colors will be cohesive <br />throughout the building. <br />Trash Enclosures <br />A service area is indicated at the northwest corner of the building. The service area is designed <br />to allow trucks to back into it. <br />Signage <br />Signage has not been developed by the school at this point. Signage will be reviewed and <br />approved by the staff at a later date, but is subject to ordinance requirements. <br />Streets <br />The access to the school will be created by construction of an intersection at 152nd Street and <br />Highway 61. The new intersection will include turn lanes and a traffic signal. The intersection <br />improvement will be required to be complete prior a certificate of occupancy is issued for the <br />school. The applicant is working with the City, MnDOT and Washington County on the design <br />of the intersection and issuance of permits. <br />Parking and driveways <br />The City ordinances require one space per classroom plus one parking space for each 100 <br />students. Special event space, like gymnasiums are calculated separately at one parking space per <br />three seats, based on capacity design per building code requirements. The required amount <br />parking for the site is 237 spaces. The applicant is proposing 199 parking spaces. The applicant is <br />required to show proof of parking on the site to be built in the future if needed as deemed <br />necessary by the City. It is in staff opinion that 199 spaces to be built is sufficient at this time. <br />There is also a lot of space in the driveway loop for temporary parallel parking if needed. <br />The main parking area is at the northeast side of the building with a well -designed <br />driveway/drop-off area surrounding the parking to access the main entrance of the building. <br />There is a secondary parking area south the building that includes the bus drop-off area. The <br />pubic and bus traffic circulation will work well on the site. <br />Sidewalks/Trails <br />A bituminous trail is being provided surrounding the site and it connects to the neighborhood to <br />the north and the Hardwood Creek Trail to the east. Sidewalks interior to the site are being <br />provided by the school, connecting the building and parking lots to the trail system. <br />
