If the permit is to approve a wetlands replacement plan, the plan is in conformance with the <br />rules of the state board of soil and water resources for such plans. <br />The project is not proposing any wetland impacts. <br />12. The applicant or operator shall obtain all necessary state and local permits for the <br />conditional use. <br />The applicant shall be responsible for all necessary state and local permits. <br />13. The proposed use is adequately buffered and screened from noncompatible land uses and <br />public rights -of -way <br />There is a buffer of over 350 feet from the residential development to the north. Staff is <br />recommending additional landscaping along the north side of the driveway and parking areas of <br />the project. <br />Site Plan <br />Elementary School <br />The site plan indicates the construction of an elementary school gymnasium at the north side of <br />the building. The proposed building is located on the eastern portion of the property, adjacent to <br />Highway 61. The primary parking lot is located northeast of the building with access to a <br />driveway that goes to Highway 61. A bus loop, along with a small parking area is provided to <br />the south of the building with access to Highway 61. Wetlands occupy the western portion of the <br />property, and athletic fields are proposed over a portion of the upland area to the north. Athletic <br />fields include two softball field sized to accommodate youth baseball. A small parking area is <br />indicated adjacent to the fields. The main parking lot and small parking lot will serve the athletic <br />fields located at that end of the property. Walking trails connect the fields to the school building <br />and additional parking, as well as the residential neighborhood to the north and the Hardwood <br />Creek Trail. <br />Setbacks <br />All setback requirements have been met with this application. <br />Building Materials <br />In August 2011, the City Council adopted the Commercial and Industrial Design Guidelines. <br />These guidelines require four sided architecture and high quality building materials. The <br />applicant has proposed a nicely designed building for an elementary school and gymnasium. <br />Significant architectural detail is provided and quality materials consisting primarily of brick, <br />concrete panels, and glass are being used.
