In particular, we have reviewed the following plans related to <br />this particular request: <br />• Civil Plan Sheets dated 2/5/21 by Larson Engineering <br />• Architectural Plan Sheets dated 12/18/20 by Wold Architects and Engineers <br />• Stormwater Report dated 2/5/21 by Larson Engineering <br />• Washington County Comments <br />• MNDOT Comments <br />• Traffic Impact Study dated 1/28/21 <br />Based on the review of the above documents, we offer the following comments related to this <br />application: <br />Grading, Street, and Utility Plans <br />1. The site is proposed to have one access from Forest Boulevard/US Hwy 61 at 152nd Street. <br />2. City staff has met with MNDOT, Washington County, and the White Bear Lake Elementary <br />School project team to discuss initial access options, identify what needs to be included in the <br />Traffic Impact Study, review of the Traffic Impact Study, and collectively selected the type of <br />intersection improvements needed at this intersection. <br />3. The intersection improvements consist of a signalized intersection with the addition of <br />northbound and southbound turn lanes along with turn lane additions on 152nd Street. The <br />White Bear Lake School District is currently working to develop an approved layout and will <br />continue to work through final design and right-of-way needs for the project. All costs for the <br />intersection improvements will be the responsibility of the White Bear Lake School District. <br />4. Access (permanent and temporary) will need to be coordinated and approved by MNDOT <br />and Washington County as the access crosses the Hardwood Creek Regional Trail. <br />5. All intersection improvements will need to be completed prior to a certificate of occupancy is <br />issued. <br />6. The short stub street extended from 157th Way N was originally intended to provide one of <br />two access points to the property; however this will no longer be the case with the proposed <br />school.
