RESOLUTION 2021- <br />APPROVING A SITE PLAN FOR WHITE BEAR LAKE SCHOOL DISTRICT <br />FOR THE CONSTRUCTION OF AN ELEMENTARY SCHOOL LOCATED <br />NORTH OF 152ND STREET NORTH AND WEST OF FOREST BLVD NORTH <br />(HIGHWAY 61) <br />WHEREAS, The White Bear Lake School District has requested approval of a site plan <br />to allow construction of an elementary school on the property legally described as <br />follows: <br />See attached <br />WHEREAS, the Planning Commission has reviewed the site plan at a duly called Public <br />Hearing and recommends approval, and; <br />NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the <br />request by the White Bear Lake School District for a site plan, subject to the following <br />conditions: <br />1. A site plan is approved to allow the construction of an elementary school and <br />gymnasium in accordance with the plans received on February 2, 2021, March 1, <br />2021, and March 16, 2021, except as amended by this resolution. <br />2. Prior to the installation of any signs, the applicant shall obtain a sign permit. <br />3. The ghost platted subdivision of residential lots on the north parcel are not approved <br />with the project. This is shown on sheet C500 of the civil plans. <br />Prior to the issuance of a building permit: <br />4. Final development plans shall be submitted for City review and approval. <br />5. Development Agreement shall executed and recorded. <br />6. All items on the Engineer's memo and "red -line" detailed engineering comments that <br />have been sent directly to the applicant dated March 19, 2021, shall be addressed. <br />7. A stormwater permit shall be reviewed and approved by the City Engineer. <br />8. The applicant shall obtain all necessary local, state, and federal permits. This includes <br />Washington County Regional Rail Authority and MnDOT. <br />9. The applicant shall submit a revised landscape plan to be reviewed and approved by <br />staff. The landscaping shall be irrigated to ensure establishment. <br />10. The applicant shall submit a revised site plan showing proof of parking area. At any <br />time deemed necessary by the City the school district shall construct the parking <br />spaces. <br />
