DESCRIPTION OF REQUEST: <br />The City of Hugo is proposing to construct an approximately 5,500 square foot Lions Park <br />pavilion on the south side of Lions Park. The pavilion will include an indoor gathering room, <br />meeting rooms, a serving kitchen, and support spaces such as restrooms. These amenities will be <br />available to the public to rent and use. The site plan consists of the pavilion and associated <br />playground equipment, trails, landscaping, and sport courts/fields. The existing Lions Park <br />property is approximately eight acres in size, however, with the relocation of Finale Avenue <br />North, approximately 1.75 acres will be added to the park. Lions Park is considered a recreational <br />field and structure and is allowed in the zoning district as a permitted use. <br />2. BACKGROUND: <br />The Parks Commission has been in the process of planning the redevelopment of Lions Park for <br />many years. A master plan for the park was approved in 2015 after three years of planning, four <br />stakeholder meetings, and six community workshops. Hundreds of residents and stakeholders <br />participated and provided input during this process. Since then, the Parks Commission and City <br />Council revitalized the project and approved a Feasibility Study done on the Park in June 2020. <br />The Feasibility Study guided the Parks Commission and City Council to make minor changes to <br />the master plan that allows the park to align with the new residential development west of the <br />park, known as Hugo Gardens Apartments. <br />In October 2020, a community workshop was held and three stakeholder committees were <br />formed to refine the design of the playground, park pavilion, and overall park site. The <br />committees were made up of residents, Council representatives, and Commissioners. These <br />
