Lions Park Site Plan <br />Page 2 <br />Planning Commission <br />April 8, 2021 <br />committees each met three times between November 2020 and January 2021 to help design the <br />park elements that are in the submitted plans. <br />The playground is a destination, inclusive playground that meets the needs and desires of <br />multiple age groups, abilities, and challenge levels. It features a prominent central play structure, <br />zip lines, swings, independent play, and sensory challenges. <br />The pavilion is designed to have an indoor -outdoor feel and offer views of the park from three <br />sides of the large indoor gathering room. Adjacent outdoor spaces will provide additional <br />gathering areas including a gas fire pit and picnic shelter. <br />The park site will include relocating the existing skate park, perimeter and internal lit sidewalks, <br />large open lawn space, and sport activities such as pickleball and tennis courts, and a half -court <br />basketball area. <br />3. CONTEXT: <br />A. Surrounding Land Use and Zoning <br />The properties to the east of Lions Park are zoned Central Business (C-1) and Future Central <br />Business (FCB), the properties to the north and south are zoned Central Residential (CR-3), and <br />the property to the west is zoned PUD and is occupied by the Hugo Gardens Apartments. Hugo <br />City Hall is located east of Lions Park and shares a parking lot with the park. <br />B. Natural Characteristics of Site <br />The property is currently occupied by the existing Lions Park shelter, playground, and associated <br />ball fields. The site is relatively flat and does not contain any wetlands. <br />4. ANALYSIS: <br />A. Site Plan <br />The site plan complies with the ordinance standards as follows: <br />Building Setbacks <br />The proposed building meets all setback requirements in the Central Residential (CR-3) zoning <br />district. The minimum front yard building setback is 25 feet. The front entrance of the pavilion is <br />located on the south side of the site and has a building setback of approximately 45 feet. <br />Building Height <br />The height of the building complies with the 35 foot maximum height in the CR-3 zoning <br />district. <br />
