Minutes for the Planning Commission Meeting of Thursday, November 19, 2020 <br />Meeting held remotely pursuant Minn. Stat. Sec. 1313.021 <br />Chair Kleissler called the meeting to order at 7:03 pm. <br />PRESENT: Arcand, Derr, Fry, Kleissler, Lessard, Luchsinger, Mulvihill. <br />ABSENT: Tjernlund. <br />STAFF: Rachel Juba, Community Development Director <br />Emily Weber, Community Development Assistant <br />Pledge of Allegiance. <br />Approval of Minutes for the Planning Commission Meeting of October 8, 2020 <br />Commissioner Arcand made a motion, seconded by Commissioner Mulvihill to approve minutes for the <br />meeting of October 8, 2020. <br />Ayes: Arcand, Derr, Fry, Kleissler, Luchsinger, Mulvihill. <br />Abstained: Lessard. Nay: None. <br />Motion carried. <br />Public Hearing: Carson Schifsky — Interim Use Permit for a landscaping business at 5725 165th Street <br />North <br />Staff provided a background on the interim use permit request. The applicant would like approval of an <br />interim use permit (IUP) to operate small landscaping and excavation business at the property located <br />5735 165th Street North. The IUP is required since the property is zoned Future Urban Service and a <br />landscape business is not an allowed use in that zoning district. However, the property is unique in that <br />the underlying land use in the 2040 Comprehensive Plan is guided as Industrial. The IUP would allow <br />temporary approval of the landscaping and excavation business with the condition that when <br />municipal sewer becomes available to the property and if the use remains, the applicant shall apply to <br />rezone the property to an industrial zoning district and comply with all zoning regulations in the City <br />Code. <br />The applicant is proposing to have 10 employees, including himself, and has stated that the property <br />would be used as a base location for the business where employees would meet, park trucks and <br />equipment, and some material storage. The business hours are 7am to 6pm, Monday through Friday. <br />The applicant has stated that he will be living in the house on the property. <br />
