November 19, 2020 PC Minutes <br />Page 2 <br />Staff provided an overview of the conditions listed and the resolution and stated that the IUP shall be <br />reviewed on a yearly basis and at the time of expiration, the applicant will be required to apply for a <br />new permit should the use continue. It is in staff's opinion that the request is in conformance with the <br />criteria outlined by the ordinance for the granting of the IUP. Staff recommend approval of the interin- <br />use permit, subject to the conditions listed in the resolution and permit. <br />Commissioner Arcand asked if the neighboring properties had been notified. Staff stated that the <br />neighbors had been noticed and comments were provided by Rick Malinger, 5816 165th Street North, <br />prior to the meeting. <br />Maria Mulvihill noted her proximity to the property and stated that she will be abstaining from the <br />vote but will be part of the discussion. <br />Chair Kleissler invited the applicant to address the Commission. Carson Schifsky, 10922 Stonebridge <br />Trail North, Stillwater, provided the Commissioners with a brief introduction. The proposed business is <br />an existing family owned business and will continue to be operated as a family owned business. <br />Schifsky is looking forward to taking over the operations with his brother and they hope to grow into <br />the site as the business grows. <br />Commissioner Fry asked the applicant to address the number of vehicles listed. The applicant would <br />like to be able to have additional vehicles on site prior to the termination of the permit. The applicant <br />stated that in the next two to three years they would like to double in size. During the busy season, the <br />equipment will typically go from job site to job site and will not be adding a significant amount of trips <br />back to the house. Fry asked about exterior storage and the applicant added that they would like to <br />store as much as they can in the out buildings on site. <br />Commissioner Mulvihill asked for clarification on the location of the driveway and what direction they <br />would accessing the site. Additionally, when would the junk be removed and would the storage <br />business continue to operate on site? The applicant stated that the driveway location is west of the <br />home on site and that they would leave and enter the site from the east, closer to Highway 61. Schifsky <br />would like to clean up the property starting when they begin operating out of the site and in unaware <br />of the storage business and does not intend to run a storage business. <br />Chair Kleisser opened the public hearing at 7:34pm. <br />Joanne Benick, 12400 213th Street North, Scandia, MN, addressed the Planning Commission. Benick <br />owns the property to the east with her husband. They are comfortable with the applicant's request <br />and would be open to a shared access. Eventually, they would like to see a private drive when the <br />property is established. They use one vehicle for their business. Benick asked for clarification on land <br />use to the west of the site. Staff clarified that the property to the west is residential. <br />Chair Kleissler closed the public hearing at 7:40 pm. <br />
