BACKGROUND MEMO FOR THE HUGO CITY COUNCIL MEETING <br />MONDAY, OCTOBER 18, 2021 <br /> <br />D.1 Minutes for the October 2, 2021 Fire Hall Open House <br />D.2 Minutes for the October 4, 2021 City Council Meeting <br />D.3 Minutes for the October 9, 2021 Bus Tour <br /> <br />Staff recommends Council approve the above meeting minutes as presented. <br /> <br />G.1 Approve Claims Roster <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2 Approve Annual Performance Review for Finance Coordinator Anna Wobse <br /> <br />Anna Wobse was hired as the City’s Accounting Clerk on October 27, 2008, and has worked in <br />accounts payable and payroll functions. At its March 19, 2018, meeting, Council approved Anna <br />as the new Finance Coordinator and most recently as the Interim Finance Director. City <br />Administrator Bryan recommends Council approve the annual performance review for Finance <br />Coordinator Anna Wobse. <br /> <br />G.3 Approve Hiring of Anna Wobse as Finance Director <br /> <br />On May 19, 2021, Council appointed Finance Coordinator Anna Wobse as the Interim Finance <br />Director after the passing of Finance Director Ron Otkin on May 5, 2021. On June 7, 2021, the <br />Council directed staff to negotiate a contract with Baker Tilly to provide executive recruitment <br />services for a new finance director. Over the next four month, the recruitment process took place <br />concluding with interviews of five candidates held on October 4 and 5, 2021. The interview <br />team consisting of City Administrator Bryan Bear, Community Development Director Rachel <br />Juba, Public Works Director Scott Anderson, Council Member Mike Miron, and former Council <br />Member Chuck Haas selected current Interim Finance Director Anna Wobse to be the best fit for <br />the position. Staff recommends Council approve the hiring of Anna Wobse as the City’s new <br />Finance Director. <br /> <br />G.4 Approve Advertisement for Accounting Clerk <br /> <br />With the promotion of Anna Wobse as Finance Director, a vacancy would occur in the Finance <br />Department. Staff recommends Council approve the advertisement for an Accounting Clerk to <br />fulfill those duties. <br /> <br />G.5 Approve Authorization to Update Shooting Regulations Ordinance <br /> <br />At its meeting on May 17, 2010, the Council approved amendments to the Shooting <br />Regulations in the Hugo City Code. The amendments included adoption of a Controlled <br />Shooting Area Map that identifies an area that is subject to certain restrictions. These <br />restrictions prohibit discharging a firearm or controlled weapon within 500 feet of a building <br />occupied by human or livestock or a stockade or corral containing livestock.
