Victor Land Holdings, LLC – Site Plan and CUP Amendment <br />o They asked about restricting certain types of traffic on 140th Street, such as semi- <br />truck traffic. <br /> <br />The Planning Commission discussed the noise concerns and ideas for mitigating the noise from <br />the residents. The Planning Commission asked the applicant if the doors could remain closed <br />during the night, except for normal operations of the business. The applicant agreed that could be <br />done. The Planning Commission asked about moving the dumpster from the north side of the <br />building to the other side of the building. The applicant agreed that could be done. <br /> <br />Staff addressed the Planning Commission about the future plans for the extension of 140th Street <br />to the west. The Comprehensive Plan shows 140th Street as a collector road and shows it <br />extending to the west to connect to Elmcrest Avenue. Staff expects the road have traffic like the <br />similar collector roads in the City. Staff indicated there may be ways to limit the types of <br />vehicles allowed on the road, but it is not likely something staff would recommend as it is <br />intended to allow through traffic and collect traffic from other areas of the City. <br /> <br />The Planning Commission unanimously recommended approval of the site plan and CUP <br />amendment, subject to the conditions in the resolutions, and added two conditions to the <br />resolution as follows: <br /> <br />• The overhead doors on the buildings within the campus development shall remain closed <br />from 9 p.m. to 6 a.m., except for normal operations of the business. The doors shall be <br />promptly closed after moving raw materials into the building for manufacturing and <br />moving finished product outdoors. <br />• Dumpsters shall not be located outdoors on the north of the 143,000 square foot building <br />within the campus development. <br /> <br />2. DESCRIPTION OF REQUEST: <br /> <br />The applicant is requesting approval of a site plan for an approximately 43,000 square foot <br />office, manufacturing, and warehouse building with associated parking. The proposed building <br />will be occupied by JL Schwieters for a small office area, manufacturing, and warehousing for <br />their floor and roof truss operations. The applicant is also requesting a CUP amendment for the <br />campus development since the use of the building will include office and manufacturing. <br /> <br />The campus development includes four phases. The first phase of the development was <br />construction of a 145,000 square foot office/manufacturing/warehouse building. The second <br />phase consisted of the 27,100 square foot office/manufacturing/Pwarehouse building located in <br />the northeast corner of the site. This request is phase three and will include the proposed office/ <br />manufacturing/warehouse building at the northwest corner of the property. Phase four is <br />proposed to be a 12,000 office/warehouse building at the southeast corner of the property. The <br />applicant is only requesting site plan approval for the third phase. Each new building will be <br />required to formally apply for site plan approval for consideration by the Planning Commission <br />and City Council. <br /> <br />The campus property totals approximately 15 acres. The property is zoned Business Park (BP) <br />and is guided as Business Park (BP) in 2040 Comprehensive Plan.
