Victor Land Holdings, LLC — Site Plan and CUP Amendment <br />At its November 16, 2021, meeting the EDA considered the request of the applicant for cost <br />sharing on the road improvement and assessing the developer's portion of the cost to the <br />property. Staff recommended the cost sharing of the design and construction of 1401h Street <br />because the City owns the property along 1401h Street to the north and other the benefits to the <br />City. The request generally complies with the assessment policy for development -driven <br />improvements. The EDA stated they agreed the request meet the assessment policy requirements <br />and because the City owns most of the land to the north along 1401h Street, they unanimously <br />made a recommendation to add the project to the Street CIP for 2022, cost share on the on the <br />road project 50% each, and assess the developers portion of the cost to the property. <br />The City Council will review the development and assessment agreement at its January 3, 2022, <br />meeting. <br />Parking <br />According to the Section 90-253 PARKING, based on the use and the size of the building 86 <br />parking stalls are required by ordinance. The applicant is proposing 28 parking stalls for the site, <br />which does not the ordinance standards for the use of the building. There seems to be plenty of <br />area on the site to accommodate additional parking. The code also allows for deferred parking to <br />be constructed when deemed necessary by the City. Staff will continue to work with the <br />applicant on the number of parking spaces. <br />Trails <br />There is a City trail along Fenway Boulevard North. There is a proposed trail shown on the <br />Trails Plan in the 2040 Comprehensive Plan on the north side of 1401h Street North. Staff will <br />work with the applicant to see if it makes sense to include this small section of trail with the <br />construction of the road. <br />Building Architecture <br />In August 2011, the City Council adopted the Commercial and Industrial Design Guidelines. The <br />guidelines allow flexibility on four-sided architecture for industrial buildings. The design of the <br />building meets the intent of the guidelines. <br />The building material for the office, manufacturing, and warehouse building consists of <br />integrally colored precast tip -up concrete panels, of one colors and two patterning styles. The <br />building will be constructed with the same color and material as the existing buildings on the <br />property. The intent is to ensure the building is constructed of quality materials that require <br />minimum maintenance. The applicant has provided elevations that show coloration and <br />patterning in design of the concrete panels. The concrete is proposed to be a light brown earth <br />tone, with an accent dark brown tone. The front has glass and there windows on all sides of the <br />building. The applicant is proposing metal awnings along the front of the building over the <br />entrances. The applicant will be required to submit the design to staff for review and approve the <br />design of the awnings. The exterior doors and overhead doors are proposed to be brown and <br />compliment the exterior color. The applicant has provided material samples and staff will <br />continue to work with the applicant on the materials for review by staff. <br />
