Minutes <br />Parks, Recreation, and Open Space Commission <br />Meeting of May 20, 2020 <br />Hugo City Hall, 7:00 pm <br />Meeting held remotely pursuant Minn. Stat. Sec. 13D.021 <br />Present: Roger Clarke, Shawn Haag, Cathy Moore — Arcand, Nicole Schmid, Dave Strub, Ranell Tennyson, <br />Matt Rauschendorfer. <br />Staff Present: Scott Anderson, Public Works Director <br />Shayla Denaway, Parks Planner <br />Debi Close, Secretary <br />Strub called the meeting to order at 7:03 pm. <br />1. Approval of Minutes from the April 15, 2020 Meeting <br />Moore — Arcand made a motion, Haag seconded to approve the minutes of the April 15, 2020 Parks <br />Commission meeting. <br />Ayes: Roger Clarke, Shawn Haag, Cathy Moore —Arcand, Nicole Schmid, Dave Strub, Matt Rauschendorfer <br />Motion carried. <br />2. Hugo Gardens Park Dedication <br />Shayla Denaway, Parks Planner, informed that Hugo Garden Apartments, LLC submitted an application <br />requesting approval of a Preliminary Plat and Planned Unit Development (PUD) amendment for a residential <br />development. The Parks Commission approved park dedication for La Valle Fields at their meeting of <br />December 11, 2013. AT that time, the developer requested that 2.1 acres of land be dedicated with Keystone <br />Place and that fees be paid with future phases of the development. Therefore, with eh 84 units of the Hugo <br />Garden Apartments, $87, 414 would be required to satisfy park dedication. Denaway also presented the trail <br />and sidewalk plan for the development. <br />Michael Marguiles, consultant for Hugo Gardens informed that they are in discussions with Keystone Place to <br />acquire trail easements. This would allow a trail connection be made from keystone place going through the <br />site to exit at Finale Ave near the southwest entry to Lions Park. <br />Moore-Arcand made a motion, Clarke seconded to approve the Park dedication fee of $87,414. <br />Ayes: Roger Clarke, Shawn Haag, Cathy Moore —Arcand, Nicole Schmid, Dave Strub, Matt Rauschendorfer, <br />Ranell Tennyson <br />Motion carried <br />Page 1 of 3 <br />Parks Commission Minutes <br />May 20, 2020 <br />
