Background <br />Parks, Recreation, and Open Space Commission <br />Meeting of August 19, 2020 <br />Hugo City Hall, 7:00 pm <br />Approve Minutes from July 15, 2020 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of July 15, 2020. <br />PLEASE SEE THE ATTACHED MINUTES. <br />Goodview Avenue Trail Feasibility Study <br />A Feasibility Study of a trail on Goodview Avenue North was authorized at the April 15, 2020 Parks <br />Commission Meeting. A trail between 145t" Street and Egg Lake Road is shown in the Trails Plan. The study <br />included a wetland delineation, which has been completed. WSB has drafted concepts illustrating the <br />options that are feasible for a trail along the roadway. Bailey Krause, a Landscape Architectural Designer with <br />WSB, will present the concepts. If a concept is preferred by the Parks Commission, WSB will draft plans to a <br />30% level. This would include an estimate of probable costs, and a memo describing the trail route to guide <br />future planning efforts. This work is partially paid for by a grant through Living Healthy Washington County <br />and the Statewide Health Improvement Program. Staff will provide a background on the study and review <br />the Trails Plan and the concepts will be presented for Parks Commission Review. Staff recommends the <br />Commission provide input on their preferred concept for the Goodview Avenue Trail. <br />THE TRAIL FEASIBILITY STUDY CONCEPTS ARE ATTACHED AS WELL AS THE TRAILS PLAN. <br />Adelaide Landing Future Park Name <br />At their meeting of June 3, 2019, the Hugo City Council approved a site plan for the new park in Adelaide <br />Landing. The park will include 100 + acres of wetland, ponds, and open space with 1 + mile off -road paved <br />trail. The active area of the park is to include a pickleball court, basketball court, sport field, large picnic <br />shelter and playground. Construction of the park is being done in partnership with the developers. <br />At the meeting of January 19, 2020, the Parks Commission requested proposals for a playground to be <br />installed in Lions Park this summer. At their February 3, 2020 meeting, the City Council approved funding not <br />to exceed $100,000 to construct the playground. At the meeting of April 15, 2020, the Parks Commission <br />held a neighborhood meeting and heard proposals from four playground designers. The proposals were <br />made available online and staff collected input from residents following the presentations. The final <br />playground selection was made at the May 20, 2020 meeting. <br />Construction has progressed at the park. Residents were asked during the playground selection and <br />notifications to share their ideas for a park name. Staff has complied their input for the Commission.
