Andrew Olson Memorial Proposa <br />Kevin Jensen, Boy Scout chair Member, and Logan Jensen from Boy Scout Troop #151, requested permission <br />to install a bench and tree in memory of Andrew Olson. He was a fellow Hugo Boy Scout who passed away <br />unexpectedly in February 2020. His mother is a childcare provider that goes to Oneka Lake Park daily with <br />her kids and the bench/tree is requested to be placed there with a plaque. <br />Denaway informed that the Statewide Health Improvement Plan funds were allocated to purchase benches <br />at other parks, but they could be located here instead. The remaining costs would be fundraised by the Boy <br />Scouts and Jensens. <br />Strub suggested contacting Bruce Bernin (property used to run a tree farm and is now City Owned) to see if <br />any trees could be used for the donation with his property being close to this park. <br />Strub made a motion, Clarke seconded to cover the cost of the bench and tree for the memorial of Andrew <br />Olson at Oneka Lake Park. <br />Ayes: Roger Clarke, Cathy Moore —Arcand, Nicole Schmid, Dave Strub <br />Motion carried. <br />4. Lions Park Master Plan <br />Lions Park Master Plan was presented at the joint City Council and Parks meeting held on June 29. Candace <br />Amberg at WSB, implemented the changes that were requested. Denaway reviewed the changes and <br />presented the plans. <br />Schmid informed that the Citizen newspaper that just came out state no water features would be in the <br />future Lions Park. She was unaware that a determination was made by City Council on this decision. <br />Strub informed City Council did not support the water features with concerns of water reuse and <br />conservation. <br />Schmid shared her household water usage history on annual amounts comparing to the possible water usage <br />of a water feature. She also made the argument that an ice rink would use water and could be perceived as <br />wasting water even though it was approved. <br />Strub requested City Staff to compile examples of memorials of other parks to compare the space needed <br />with a concern that it was too large. <br />Moor-Arcand made a motion, Clarke seconded to approve Master Plan for Lions Park as drafted. <br />Page 2 of 3 <br />July 15, 2020 <br />
