Minutes <br />Parks, Recreation, and Open Space Commission <br />Meeting of January 15, 2020 <br />Hugo City Hall, 7:00 pm <br />Present: Roger Clarke, Shawn Haag, Cathy Moore —Arcand, Mat Rauschendorfer, Nicole Schmid, Dave Strub, <br />Ranell Tennyson <br />Staff Present: Rachel Juba, Community Development Director <br />Scott Anderson, Public Works Director <br />Shayla Denaway, Parks Planner <br />Debi Close, Secretary <br />Strub called the meeting to order at 7:00 pm. <br />1. Approval of Minutes from the December 18, 2019 Meeting <br />Rauschendorfer made a motion, Haag seconded to approve the minutes of the December 16, 2019 Parks <br />Commission meeting. <br />All ayes. Motion carried. <br />2. Oneka Commons Sketch Plan <br />Shayla Denaway, Parks Planner, reviewed the sketch plan for Oneka Commons from Peter Stalland. The <br />sketch plan is for a master planned community including an apartment building, single family homes and <br />commercial development. It includes 8 parcels that are currently are owned by Marvin LaValle. The property <br />is guided as low density residential, commercial. The developer has not indicated the total number of <br />proposed units and buildable acreage. City Staff estimated developable land to be 40.5 acres and the total <br />units to be 432, for the purposes of providing an estimate for park dedication. With these assumptions, the <br />required park dedication 6.9 acres of park land or $1,036,800 in fees. Only buildable land is given credit for <br />park dedication. <br />The Neighborhood Park Service Area includes 6 neighborhood parks and 1 community park. Cove Park is <br />within walking distance of less than % mile and has a playground and shelter. Lions Park is also within % mile <br />but requires crossing Frenchman Road. The future northern entrance to Clearwater Creek Preserve is within <br />walking distance and would be connected with future trails. <br />The sketch plan includes a 4.2 acre park but it is shown primarily as storm water ponding that wouldn't <br />qualify as dedicated land.
