requirements and downtown design guidelines are met, an environmental study, and additional detail on the <br />location of sidewalks and trails would be located. The trails plan requires trails and sidewalks to be <br />constructed with new developments. The future trails would need to connect to the Hardwood Creek <br />Regional Trail and the existing trails in the adjacent neighborhoods. <br />The Parks Commission discussed that while Lions Park will serve the area well, that an additional park would <br />be needed near the apartment. <br />Mark Welch with G Cubed Engineering stated that there are floodable areas that could be used for a park and <br />that they would try to create what the Parks Commission is envisioning for a park in the area. He also stated <br />that they will likely be applying for a Planned Unit Development and completing an Environmental <br />Assessment Worksheet. <br />Schmid warned of the high water table. Welch discussed future studies with the design progresses. <br />Strub stated that there is going to be a demand for open space (at a minimum) due to the density. Arcand <br />agreed that trail connectivity in the neighborhood is also very important and that a park is a necessity. The <br />Commission discussed that the location of the east -west trail along the creek is great, as well as the location <br />of the park. However, they were concerned with the wetlands as only buildable acres are allowed. <br />Strub discussed the greenway corridor and requested that some open space remain along Onkea Parkway - <br />utilizing ponding or open space such as what exists to the north and south. <br />Rauschendorfer stated that Clearwater Cove should be tied in as well as the off road trails and natural areas <br />in Victor Gardens. Generally, the Commission stated their willingness to accept land for park dedication. <br />Strub added that more than a tot lot is needed and that these areas could be used as a buffer between the <br />commercial and residential areas and provide viewscapes. Clarke asked about leveraging the MCES <br />easement for open space and park areas. <br />Rachel Juba, Community Development Director, informed that the proposed sketch plan currently doesn't <br />meet the Comprehensive plan or zoning requirements and that changes are likely. Therefore, there is time to <br />find a good location for a park. <br />No formal motion was made. <br />3. 2020 Capital Improvement Planning <br />Shayla Denaway, Parks Planer presented a draft of the 2020 — 2024 Capital Improvement Plan that was put <br />together with staff and Finance director, Ron Otkin. <br />The Commission discussed the CIP which plans future projects and prioritizes expenditures from the Special <br />Park Fund. <br />Discussion included: the future park in Adelaide Landing, Sunset Lake Park planning, constructing Lions Park <br />& Irish Avenue Park, Clearwater Creek Preserve/ Rice Creek Watershed ditch cleaning, trail improvements, <br />Goodview Avenue Trail Study, finding/applying for grants, neighborhood park improvements and <br />maintenance, bond spending timeline requirements. <br />Strub requested allocation increase for Irish Avenue Park to $250,000.
