has stated that they would like to increase the amount of residential and decrease the <br />amount of commercial. The developer stated that this is necessary due to "balance of <br />use, absorption demand and return on investment". This would generate a higher demand <br />for parks than currently included in the Park Service Area calculations. <br />The applicant has not clarified if they will be applying for a Planned Unit Development <br />(PUD), but it is likely. PUDs offer flexibility to develop a site through the relaxation of <br />most normal zoning district standards. The use of PUD zoning can allow for a greater <br />variety of uses, internal transfers of density, construction phasing and a potential for <br />lower development costs. In exchange for this flexibility, the City has the expectation that <br />the development plan will result in a significantly higher quality and more sensitive <br />proposal than would have been the case with the use of other, more standard zoning <br />districts. PUD approval may be granted in exchange of preservation of natural <br />environmental features, construction of trails above and beyond those required in the <br />Existing and Proposed Trails Map (Map 6-7), dedication of additional park land and/or <br />park improvements, etc. <br />The east side of the properties are a part of the downtown and therefore the Downtown <br />Design Guidelines should be met by the development. Enhancements to pedestrian <br />access and walkability are identified in the plan as an important part of a healthy <br />downtown. The principles for downtown Hugo include: <br />• Enhancement of the public realm to maintain a pedestrian -oriented downtown. <br />• Providing recreational uses for diverse age groups in the downtown area. <br />The applicant has not provided information on how the development would meet or <br />exceed the Downtown Plan and Guidelines. <br />3. CONSISTENCY WITH THE 2040 COMPREHENSIVE PLAN: <br />Geeenways <br />Developments are required to incorporate greenways where proposed. This could be <br />done through site design, storm water management, park land dedication, trail <br />construction, or other means of accommodating greenway corridors. <br />The Greenway Corridor Map (Map 6-1) shows a proposed greenway through the <br />development as well as ground water priority areas. The developer has not provided <br />information on how this will be incorporated in the development. Additional <br />environmental review is required and has not yet been completed. <br />Parks <br />According to the Neighborhood Park Service Area Map (Map 6-5), the property is in <br />Neighborhood Park Service Area 5. The area includes 6 neighborhood parks and 1 <br />-2- <br />Oneka Commons <br />January 15, 202 <br />
