The developer shows the trails that were built in 2017 with Clearwater Cove on Oneka
Parkway North and along the ditch. The developer is proposing a trail connecting these
existing trails east to the Hardwood Creek Regional Trail along the ditch. This would
provide a scenic and desirable recreational amenity.
There is a trail on the west side of Fenway Avenue North in the Oneka Estates
neighborhood. According to the Existing and Proposed Trails Map (Map 6-7), this trail is
planned to be extended to Frenchman Avenue with the extension of the roadway. This
needs to be included in the development plans. Additionally, the planned trail on the
south side of Frenchman Avenue needs to be included in the development plans.
Per the city code, sidewalks are required along all county roads, state highways, city
collector streets, and along all city residential streets where abutting lots have a width of
less than 80 feet. The developer has not shown where sidewalks would be constructed.
Sidewalks have been constructed along both sides of Victor Path, which should continue.
Additinally, sidewalks would be required along residential streets.
6. PARK DEDICATION REQUIREMENTS:
In order to develop a system of parks within the community to serve the public's health
and recreational needs, a percentage of the net buildable acreage based on the density of
all land subdivided for residential purposes shall be dedicated to the city as public
parkland. The city finds that the more dense a development is, the more demand for park
land it creates since lots can be smaller affording less private recreational space and more
occupants per acre. The developer is required to dedicate land, pay a fee, or a
combination of land and fee.
The developer has indicated that there may be a 4.2 acre park dedicated and the
remainder paid in fees. The total number of proposed units and total buildable acreage of
the development is not clear and is not consistent between site plans. These are the
assumptions used in order to provide an example of what the park dedication calculations
could be:
Units Developable Acres
DR Horton West site: 30 units 10.3 acres
DR Horton East site: 102 units 19.8 acres
Apartments: 150 units 6.1 acres
Senior Housing: 150 units estimated 4.3 acres
Total: 432 total units 40.5 acres
Park land dedication is preferred and 10-17% of the buildable land shall be dedicated
based on the density of the development. With the assumptions above, the density of the
proposed development would be over 10 units per acre and would therefore require 17%
of the buildable land to be dedicated. Currently, the fee is $2,400 per unit. This fee is set
annually, and the current rate at the time of building permits would be paid.
-4-
Oneka Commons
January 15, 202
